Project Description:

The Department has prepared a draft permit and has made a tentative determination, subject to public comment or other information, to approve modifications to the monitoring requirements for an existing discharge of 130,000 gallons per day of treated process wastewater to the Susquehanna River, a class B waterbody from a physical-chemical treatment plant at the applicant's facility address located at 40-60 Delaware Ave Sidney, NY.

The Amphenol Corporation facility operates an industrial electroplating facility whose primary operations include the manufacturing of electrical connectors including rubber-molded and extruded products. The proposed changes to the permit are summarized in the Fact Sheet linked below, and include:

General Updates

  • Updated the Solvent Management Plan Special Conditions to reflect the submission of the initial and revised plans to DEC
  • Updated language in the Schedule of Additional Submittals to reflect the initial submission of documents for the Stormwater Pollution Prevention Plan and Mercury Minimization Plan
  • Removed completed items from the Schedule of Compliance

Outfall 01B

  • Removed effluent limits and added monthly average and daily maximum monitoring for various Outfall 01B parameters

Outfall 002

  • Added new daily maximum limits and a Schedule of Compliance for the following parameters at Outfall 002:
    • Cadmium, total of 5.0 µg/L
    • Nickel, total of 114 µg/L
    • Zinc, total of 181 µg/L

Outfall 001

  • Edited the footnote for Whole Effluent Toxicity to reflect updated sampling requirements
  • Added action levels for Perfluorooctanoic Acid (PFOA) and Perfluorooctanesulfonic Acid (PFOS) and associated Emerging Contaminant (EC) Minimization Program

The draft permit files are contained within regional folders and named by the SPDES number contained in this notice. Requests for a legislative (public statement) hearing must be sent in writing to the DEC contact person below by the comment deadline. The Department assesses such requests pursuant to 6 NYCRR Section 621.8.

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Jan 2, 2026.
