Secretary-General of ASEAN, Dr. Kao Kim Hourn, delivered a pre-recorded Opening Remarks at the High-Level Forum for the Development of the Strategy Playbook on Promoting an Adaptive ASEAN Community of Greater Understanding, Tolerance and a Sense of Regional Agendas Among the Peoples of ASEAN, held in Bandar Seri Begawan, Brunei Darussalam, on 30 October 2025. The Strategy Playbook-comprising practical and concrete strategies-aims to advance the implementation of the "Strategic Policy Framework on Promoting an Adaptive ASEAN Community of Greater Understanding, Tolerance and a Sense of Regional Agendas Among the Peoples of ASEAN", which was adopted by the ASEAN Leaders at the 38th ASEAN Summit on 26 October 2021.
