The United States Bankruptcy Court for the Central District of California experienced an interruption in the transmission of official court notices due to a nationwide service disruption affecting the Bankruptcy Noticing Center (BNC) that began on October 7, 2026. The Administrative Office of the United States Courts (AO) announced that BNC operations resumed on October 26, 2026, beginning with processing backlogged files in chronological sequence. The Court has validated that normal noticing operations have since been restored. In light of BNC's restoration of services, the temporary substitute-noticing procedures of General Order 26-03 are no longer necessary. As a result, the Court has issued General Order 26-04 terminating the temporary noticing procedures. Additionally, on October 27, the AO announced that the Judicial Conference declared a "Bankruptcy Rules emergency" under Federal Rule of Bankruptcy Procedure 9038 on October 22, 2026, allowing bankruptcy judges expanded authority to address deadlines and related effects of the disruption. Please refer to General Order 26-04, Restoration of Bankruptcy Noticing Center Services and Termination of Temporary Guidance.
