Fact Sheet: Singapore-Australia Industrial Base Resiliency Arrangement

The Ministry of Defence and the Australian Department of Defence signed the Industrial Base Resiliency Arrangement (IBRA) on 27 July 2026, during Minister for Defence Chan Chun Sing's working visit to Australia for the 15th meeting of the Singapore-Australia Joint Ministerial Committee. The IBRA was signed by Permanent Secretary (Defence Development) Melvyn Ong and Australia's National Armaments Director Nadine Williams.

The IBRA gives effect to one of the key commitments under the Memorandum of Understanding concerning Enhanced Defence Cooperation (eDC MOU), signed by Minister Chan and Australian Deputy Prime Minister and Minister for Defence Richard Marles in October 2025. Under the eDC MOU, both countries had undertaken to mutually enhance supply chain resilience through the establishment of a comprehensive bilateral arrangement, and to explore opportunities for cooperation in sustainment, production, and supply chain risk management. The IBRA fulfils that commitment, translating it into a concrete operational framework.

As a bilateral, non-binding arrangement, the IBRA provides a practical framework for Singapore and Australia to strengthen defence industrial cooperation in support of the Singapore Armed Forces and the Australian Defence Force. It allows both countries to engage in cross-sustainment of common defence platforms, examine priority delivery requests for defence orders, streamline equipment transfers, foster defence industry partnerships, and facilitate information exchanges to mitigate supply chain risk. By establishing clear channels for cooperation before disruptions occur, the IBRA enables both countries to respond more swiftly and effectively when supply chains come under stress.

The conclusion of the IBRA reaffirms the close and longstanding defence ties between Singapore and Australia. It reflects the shared commitment of both countries to strengthen defence industrial cooperation and supply chain resilience amid an increasingly complex global security environment.
