Brown Announces Enactment of Greg Moyer’s Law

HARRISBURG - Sen. Rosemary M. Brown (R-40) announced today Senate Bill 375, known as Greg Moyer's Law, has officially been signed into law as Act 17 of 2026 after more than a decade of her advocacy.

The legislation, championed by Brown and initiated by the legacy of Greg Moyer, who tragically passed away from sudden cardiac arrest during a high school basketball game, will require automated external defibrillators (AEDs) to be present at all PIAA-sanctioned athletic events and practices. The law also requires schools to develop and rehearse emergency action plans for cardiac incidents.

"The enactment of this legislation represents more than a decade of advocacy, collaboration, and determination to better protect student athletes across Pennsylvania," said Brown. "Sudden cardiac arrest remains the leading cause of death among young athletes, and we know that immediate access to an AED can save lives. This law ensures schools are better prepared to respond in an emergency and helps make these critical protections standard in every community."

Brown credited the advocacy and dedication of Greg's family throughout the legislative process.

"I'm incredibly grateful to Greg's parents, Rachel and John Moyer, and his sisters, Abbie and Katie Moyer, whose advocacy, strength and dedication were the driving force behind this legislation," Brown said. "I also want to thank my colleagues in both the Senate and House, along with the many stakeholders who supported and advocated for this important initiative."

Rachel Moyer, Greg's mother and a leading advocate for AED access in schools, praised the bill becoming law.

"This law honors my son Greg and ensures that his legacy will continue to save lives," Moyer said. "We are grateful to everyone who recognized the importance of protecting our children and ensuring schools are prepared to respond when every second matters. To all the families I have worked with who have lost a child to sudden cardiac arrest, or whose child was saved because an AED was available, this law is for you and for every child who deserves the chance to come home safely."

"Not only does this law help protect student athletes, but it also provides important protections for coaches, spectators and all visitors in the event of a cardiac emergency," Brown said.
