Virtual Public Statement Hearing Set Regarding Proposed Transmission Line Rebuild

ALBANY - The New York State Public Service Commission (Commission) will hold a virtual public statement hearing on Wednesday, November 12, 2025, regarding an application filed on April 25, 2025, by Niagara Mohawk Power Corporation d/b/a National Grid (National Grid) for a Certificate of Environmental Compatibility and Public Need (Certificate) pursuant to Article VII of the Public Service Law (PSL).

If granted, the Certificate would authorize National Grid to rebuild approximately 50.72 miles of the existing 115 kilovolt transmission line from the Inghams Substation in the Town of Manheim, Herkimer County to the Rotterdam Substation in the Town of Rotterdam, Schenectady County, as well as to construct the new Saltsman Road Substation in the Town of Ephratah, Fulton County. As proposed, the project would traverse the Towns of Princetown and Rotterdam in Schenectady County; the Towns of Ephratah, Johnstown, Oppenheim, and Perth, and the City of Johnstown in Fulton County; the Towns of St. Johnsville, Amsterdam, Mohawk, and Florida, and the Village of Hagaman in Montgomery County; and the Town of Manheim in Herkimer County.

Under New York State Law, the Commission may adopt or reject National Grid's proposal, in whole or part, or modify it. In doing so, the Commission will consider, among other things, comments from the participating parties and the public.

Those wishing to comment will have the opportunity to make a statement on the record at the virtual public statement hearing. Pre-registration to speak at the virtual public statement hearing is not required.

To participate electronically:

This option is for participants who would like to make a statement and who will log in to the hearing electronically. Such participants may log in at the date and time indicated above by visiting meetny-gov.webex.com and entering the event number and password listed above.

When logging in on the date and time of the hearing, participants will be asked to "select audio system." It is recommended that participants opt to have the system "call me" or "call using computer." The "call me" option will require that participants enter their phone numbers.

To participate by phone:

This option is for participants who would like to make a statement but will not log into the hearing electronically. On the date and time of the hearing, call-in participants should dial 1-929-251-9612 and enter the applicable access code and phone-in password listed above.

To listen to the hearing without making a statement:

Any interested person may listen to the hearing by phone by calling 1-929-251-9612 and entering the access code and phone-in password listed above.

All participants will be muted upon entry into the hearing. The ALJ will call upon each person who wishes to make a statement. The ALJ will continue the hearing until everyone wishing to speak has been heard or other reasonable arrangements to submit comments into the record have been made. Reasonable time limits may be set for each speaker as necessary to afford all attendees an opportunity to be heard. It is requested that lengthy comments be submitted in writing and summarized for oral presentation. A verbatim transcript of the hearing will be made for inclusion in the record of this proceeding.

Written comments submitted in accordance with this Notice will be posted on the Department's website and may be accessed by searching the case number, as described above, and clicking on the "Public Comments" tab.
