The National Assembly temporarily banned the export and intra-community supplies to European Union member states of petroleum products, mainly diesel and aviation fuel. The decision was taken with 135 votes in favour, 4 against, and 42 abstentions.
The parliamentary Committee on Budget and Finance states that the measure is motivated by the need to ensure the country's energy security and the stability of the domestic fuel market, and by the sanctions imposed by the US against the Russian company Lukoil.
It is envisaged that the ban will not apply to the recharging and refueling of domestic and foreign vessels and aircraft, or to intra-Community supplies to the armed forces of EU and NATO Member States.
The National Assembly assigned the Director of the Customs Agency to exercise control over the ban on the export of petroleum products and the Executive Director of the National Revenue Agency to exercise control over the ban on intra-Community supplies. Exceptionally, the Director of the Customs Agency may authorize specific exports or intra-Community deliveries of the petroleum products listed in the ban in certain cases, notifying the National Assembly of each authorization. The permit enters into force within 7 days of the notification, and the National Assembly may at any time amend or revoke the issued permit for the purpose of protecting state and public security, the adopted decision provides.
Parliament assigned the Chairman of the State Agency "State Reserve and Wartime Stocks" to conduct an inspection of the quantities stored under the Oil and Petroleum Products Stocks Act by 7 November.
The decision to introduce a temporary measure to limit the export and intra-Community supplies of petroleum products to other EU member states enters into force on the day of its publication in the State Gazette, the National Assembly adopted.
Parliament adopted at first reading amendments to the Consumer Protection Act and the Energy Efficiency Act.
The amendments to the Energy Efficiency Act provide for the establishment of a National Decarbonization Fund, which will be the legal successor to the Energy Efficiency and Renewable Energy Sources Fund.
The National Decarbonization Fund is intended to be the main financial entity in support of the building stock in Bulgaria. It will adapt financial instruments or structure additional ones where necessary, drawing on possible sources and appropriate financing schemes in order to dynamically address barriers to increasing energy efficiency.
