Europe remains steadfast in our support for Ukraine.
I welcome the agreement reached today on a 21st package of sanctions in the first weeks of Ireland's Presidency of the European Council.
In reaching this agreement, Member States have again demonstrated our unity and commitment to supporting Ukraine and deterring Russia.
This substantial package of measures will freeze the Oil Price Cap on Russia at $44 for a further 12 months and deprive Russia of significant revenues.
It will further restrict Russia's financing systems and key supply chains, with extensive measures targeting the Russian financial sector and cryptocurrencies.
The package also contains the highest number of individual listings of any sanctions package in the last four years. Further listings of Shadow Fleet vessels and enablers have also been agreed.
The package also commits to bring forward the necessary measures to restrict access to European visas for Russian ex-combatants.
Our sanctions are having an impact. This package of measures will continue to limit Russia's ability to wage its illegal war.
Until Russia ends its illegal aggression, we will continue to increase pressure.
