During the June 22, 2026 Board meeting, El Dorado Irrigation District's Finance Manager, Madison Franklin, presented the District's 2025 Annual Comprehensive Financial Report (ACFR) to the Board of Directors. The report includes the results of the independent audit conducted by Badawi & Associates for the fiscal year ended December 31, 2025.
The report shows that EID ended 2025 in a stronger financial position than the previous year, primarily due to continued investment in capital assets, including infrastructure and facilities that support reliable water, wastewater, recycled water, hydroelectric, and recreation services.
The District's capital assets, after depreciation, increased compared to the prior year, reflecting ongoing investment in system improvements and long-term infrastructure needs.
The report also noted that Facility Capacity Charges, fees collected from new development to offset their impact on the District's infrastructure, exceeded budgeted expectations and increased compared to the prior year. This was largely due to increased development activity within the District's service area.
Badawi & Associates conducted staff interviews, evaluated processes, and tested financial data to confirm the District followed established accounting practices. No deficiencies or significant deficiencies were identified in the 2025 audit, reflecting EID's commitment to sound financial management, accountability, and transparency.
