The transport sector in 2025: freight transport at Riga International Airport is increasing, alongside growth in rail passenger traffic14.05.2026


Central Statistical Bureau (CSB) data show that, in 2025 compared with 2024, there was an increase in freight transport in Riga International Airport (of 7.2 %) and in freight transport by road (2.0 %). Passenger traffic by rail (9.7 %), tram (6.7 %), trolleybus (1.3 %), and ferry (2.6 %) also continues to grow.

Last year Riga International Airport loaded and unloaded 20.1 thousand tonnes of freights or 7.2 % more than in 2024.


In 2025, land transport freights comprised 89.8 million tonnes, which is 0.6 % more than in 2024.

Freights by road comprised 80.3 million tonnes, which is 2.7 % more than in 2024. Transportation of national freights comprised 63.4 million tonnes, 3.4 % more than a year ago. Transportation of international freights accounted for 16.9 million tonnes, which is the same as in 2024. Of which export freight transport comprised 4.7 million tonnes, the same amount as in 2024, while transportation of import freight increased by 3.1 %, reaching 3.3 million tonnes. Cross-trade and cabotage freights comprised 8.9 million tonnes, which is the same as in 2024.

Rail transport freights comprised 9.5 million tonnes, which is 14.4 % less than in 2024. National freights by rail comprised 1.9 million tonnes - 5.6 % more. In international traffic the volume of freight transported by rail comprised 7.6 million tonnes, a drop of 17.4 %. Of which export freight transport - 1.3 million tonnes, 23.5 % less, import freight transport - 5.3 million tonnes, 22.1 % less, but goods in transit - 0.9 million tonnes, 28.6 % more.

In 2025 cargo loaded and unloaded at ports comprised 34.3 million tonnes, which is 4.9 % less than in 2024. Freight turnover at Riga port was 16.7 million tonnes, which is 7.6 % less, at Ventspils port - 8.5 million tonnes or 3.6 % more, at Liepāja port - 6.9 million tonnes or 1.4 % less, but at minor ports - 2.2 million tonnes or 18.5 % less.

Freights loaded at ports comprised 24.7 million tonnes, which is 7.5 % less than in 2024. 12.6 million tonnes of bulk cargoes were loaded (drop of 9.35 %), 3 million tonnes of liquid cargoes (rise of 20 %) and 9.1 million tonnes of general cargoes (fall of 10.7 %).

9.6 million tonnes of freights were unloaded at ports, their volume rose by 2.1 %. 3.1 million tonnes of bulk cargoes were unloaded (drop of 3.13 %), 3 million tonnes of liquid cargoes (rise of 7.14 %) and 3.5 million tonnes of general cargoes (growth of 2.9 %).

At ports 2.6 % more passengers transported by ferries

In 2025, 369.4 thousand passengers arrived at and departed from Ventspils and Liepāja ports with ferries. Their number has increased by 2.6 %, compared with 2024. At Ventspils port passenger turnover comprised 270.2 thousand passengers, which is 4.5 % more, but at Liepāja port - 99.2 thousand passengers, which is 2.2 % less.

For the third consecutive year, the number of passengers carried by train, tram and trolleybus has increased

During 2025, the number of passengers carried by land passenger transport comprised 171 million passengers, which is 0.6 % more than in 2024.

The largest upturn was registered in in the number of passengers carried by rail - 21.4 million, which is a rise of 9.7 %, compared with 2024.


Also passenger transport by tram and trolleybus has gone up. The number of passengers carried by trams comprised 33.3 million, a rise of 6.7 %, but by trolleybuses - 40.1 million, a growth of 1.3 %, compared with the respective period of the previous year. In turn, 97.6 million passengers were carried by regular bus traffic lines, which is 3.3 % less.

In 2025 the number of passengers having arrived at and departed from the Riga International Airport comprised 7.1 million, which has remained at the level of 2024.


Methodological information

Data on freight transport are obtained through a full survey, except for road freight transport, where data are collected through a sample survey (the sample includes 120 trucks each week). The volume of road freight transport is obtained through a sample survey trucks, where the respondent is the owner or holder of the truck.

Data on passenger transport are obtained through a full survey from enterprises that provide urban electric transport services; carriers registered in the Republic of Latvia that provide regular commercial passenger transport by bus; enterprises engaged in passenger transport by rail; passenger terminals at ports; and airports (with an annual passenger turnover (arriving and departing passengers) of 150 000 or more).
