Rep. Roy Requests State Officials to Include Local Voices During the Investigation of the July 2025 Central Texas Floods

Washington, D.C. - Representative Chip Roy (TX-21) requests state officials and legislators appointed to the Texas Senate Select Committee on Disaster Preparedness and Flooding include local voices and community input as the committee investigates the July 2025 Central Texas floods.

"I am writing regarding the recently announced committees tasked with general investigation of the July 2025 Central Texas flooding events. After any catastrophic event, it is both prudent and necessary to review the response, coordination, and aftermath to ensure that future preparedness is strengthened. I hope that these committees will take a broad and thoughtful approach in examining the July 4th flood - including the roles of the Texas Division of Emergency Management, local elected officials, law enforcement, and Texas National Guard. It is important to remember this disaster struck on a holiday weekend, in the middle of the night, catching many visitors and residents off guard.," Rep. Roy wrote. "One area of particular concern among my constituents is the potential for these committees - or subsequent regulatory actions - to focus narrowly on summer camps. The well-intentioned legislation passed this summer has raised increasing questions about financial impacts and compliance burdens, particularly for businesses whose operations and cash flow are seasonal in nature. The new Texas Department of State Health Services rules and fees only compound those challenges."

"Summer camps are local businesses that are essential to the Kerr County and Hill Country economy. Generations of children make memories and learn important life lessons at camp. The gorgeous setting near the headwaters of the Guadalupe River is central to that tradition - and cannot be recreated elsewhere." Roy continued.

"As the committees move forward, it will be essential to ensure that local voices - including elected officials, camp operators, small business owners and first responders - are heard or incorporated into any findings or recommendations. Their insight will be critical to crafting policy that improves preparedness without stifling the local economy or undermining a century-old way of life in the Hill Country." Roy ended.
