The Kansas City Council approved legislation today authorizing the financing mechanisms that make up the City's contribution+ toward a new Kansas City Royals ballpark at Crown Center.
The Council's action approves the Tax Increment Financing (TIF) plans and bond authorization necessary to support the City's fixed $600 million commitment toward the approximately $1.9 billion stadium project. Thursday's vote follows the Council's earlier approval of the framework governing the proposed ballpark development and months of negotiations, financial analysis and public review of the project.
"Today Kansas City voted to keep the Major League Baseball and Hallmark Cards in Kansas City, clearing the way for a transformational baseball-centered district that delivers for taxpayers, workers, and neighborhoods," said Mayor Quinton Lucas. "The agreements include protections for the public and commitments to the communities around it. I am grateful to my colleagues on the Council, to the Royals, as well as to everyone who showed up, asked questions, and all who will work on this vital investment in the future of our city."
Under the previously approved framework, the Royals would enter into a 30-year lease with the City to host games and house team offices at the new downtown location, with the option for five two-year extensions. The team would be responsible for repair, maintenance, utilities and operating costs, while the City would receive 5% of net profits from non-baseball events held at the stadium. The team will also be making significant investment in the surrounding area through the Community Impact Partnership Agreement, at least $55 million over the length of the agreement.
"The City Council tasked City staff with a very challenging task and I am proud of the work we have completed to fulfill that directive," said City Manager Mario Vasquez. "Kansas City is a Major League City and today's decisions by the City Council will ensure that status remains for generations to come."
Approval of the TIF plan, stadium impact area policy, and issuance of bonds establishes the City's financial participation in the project and provides the local approvals necessary for the project to move forward.
