Washington, DC, Dec. 4, 2025 - The National Business Aviation Association (NBAA) today welcomed the announcement by the Department of Transportation (DOT) and Federal Aviation Administration (FAA) of a prime integrator for a brand-new air traffic control (ATC) system, and commended both agencies for reaffirming their commitment to implement that system by the end of 2028.
Peraton was selected through what DOT and FAA termed, "a first-of-its-kind federal procurement contract" to oversee the rollout of the new ATC network, which will enhance the safety and efficiency of the National Airspace System (NAS).
"The business aviation community applauds DOT Secretary Sean Duffy and FAA Administrator Bryan Bedford for taking this critical step toward building a safer and more efficient ATC system - a national imperative we fully support," said NBAA President and CEO Ed Bolen.
Among Peraton's initial priorities will be to complete the replacement of core ATC systems with fiber optic, satellite and wireless telecommunications and other modernized technologies. Peraton will also play a key role in acquiring the necessary equipment to support these capabilities through application of proven best practices, measurable outcomes and demonstrable results within defined timelines.
Bolen cited the FAA's recent overhaul of the Notice to Airmen (NOTAM) system as evidence that such lofty goals are possible through clear focus, defined goals and open communication.
Bolen added: "The fact that the entire aviation community has united around a meaningful plan for modernizing our nation's air transportation system, without being distracted by unproductive debates, is important. NBAA and its members stand ready to work with Peraton, Secretary Duffy and Administrator Bedford as the process moves forward."
NBAA is a founding member of the Modern Skies Coalition, which numbers greater than 50 aviation stakeholder groups that support the enhancement of safety and efficiency in the NAS, ensuring America's aviation leadership in the decades to come. NBAA today joined in support of the coalition's statement commending the administration for moving forward with the selection of an integrator to guide the ATC modernization effort.
