County Road 209 Riverside resurfacing (Green Cove Springs)- Crews anticipate beginning a milling and resurfacing project on County Road 209 Riverside from US 17 to Ivey Lane in early to mid-July. Anticipate daytime, single-lane closures once work begins. The project could take up to three weeks to complete.

Dirt road improvement projects (Middleburg, Lake Asbury, Green Cove Springs, and Keystone Heights)- On June 22, crews will begin making dirt road improvements on Black Creek Drive, Becky Street, and Saunders Drive in Middleburg; on Waller Way in Lake Asbury; and on Shedd Road and Brown Road in Green Cove Springs. Once this work is complete, crews will move to the south end of Keystone Heights to work on Grove Road, Holly Hill Road, and Oakview Road. Work includes base stabilization and double chipseal application to the road surface. Drivers should anticipate intermittent, daytime, single-lane closures and flagging operations once work begins.

New County Projects

CSX railroad crossing maintenance closures (Orange Park/Doctors Lake) - CSX Transportation will begin a two-week maintenance project on Monday, June 15, to install new rail along parts of the CSX Sanford subdivision, on the northwest side of Doctors Lake. Railroad crossings will be closed anywhere from 2-5 days, and the one-way in/out crossing should be accessible within a 24-hour period (or less). The estimated dates are highly subject to change due to unforeseen circumstances that can occur in the field once work begins. The estimated closure time frames are the best approximation available at this time.

Ongoing County Projects

County Road 209 (Russell Road) from Peters Creek Bridge to US 17, Bonded Transportation Program project #2 (Lake Asbury)- Widen the roadway to four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks from CR 315B to US 17 and from CR 315 to south of Peters Creek Bridge. Drivers should expect single-lane closures, delays, and occasional weekend work through spring 2027. Crews may work at night to reduce daytime impacts and finish faster, which could cause temporary noise, vibration, and lighting for nearby residents.

  • Update June 9, 2026 - Crews completed the first lift of asphalt in all areas west of the railroad tracks. Between the railroad and US 17, the final friction course pavement has been installed, and pavement markings have been completed. Work continued on the construction of the clay cut-off wall at Pond 2, and hauling clay from Pond 2 to Pond 3 for installation of the pond liner. Overall, the project is progressing as planned and remains on schedule.

County Road 209 (Russell Road) from Sandridge Road to Peters Creek Bridge, Bonded Transportation Program project 3B (Lake Asbury)- Widening and realigning the east end of Sandridge Road (CR 739B) where it connects to County Road 209B, along with operational improvements at the County Road 209 and County Road 209B intersection to improve traffic flow and safety. Motorists should expect a 25 mph low-speed zone and day and nighttime single-lane closures in the work area. The project is anticipated to be completed in summer 2026.

  • Update June 9, 2026- Project #3B- Sandridge Road to CR 209B (connecting the east end of Project #4 through the roundabout): Crews completed sod and fence installation at Pond Site 2 along CR 209 and continued working through remaining punch list items. Substantial completion was achieved on May 19, and the contractor is working on punchlist items, with completion expected next week.

County Road 218, Bonded Transportation Program project #1 (Middleburg) - Widen and reconstruct a 2.7-mile roadway from Masters Road to Pine Tree Lane into four lanes with a median, turn lanes, curbs, gutters, sidewalks, and bike lanes, and resurface the road from Cosmos Avenue to Pine Tree Lane. Drivers should expect lane closures, traffic shifts, and a 25 mph speed limit throughout the work zone. Crews may work at night to reduce daytime impacts and finish faster, which could cause temporary noise, vibration, and lighting for nearby residents. Project completion is expected in summer 2026.

  • Update June 9, 2026- Crews continued installing drainage structures, storm pipe, subbase and base materials, curbing, and median features along the north side of the project. The project schedule will be adjusted to account for additional time associated with utility conflicts and weather-related delays.

County Road 220 widening and reconstruction Phase 1 and Phase 2 projects (Middleburg/Lakeside) - Phase 1 work began in December 2024 and includes intersection improvements at Rideout Ferry Road. Phase 2 work began on January 20, 2025, and includes the construction of a new four-lane bridge over Little Black Creek. Both phases are expected to be completed in late 2026, with detours in place throughout the project. Crews may work at night to reduce daytime impacts and finish faster, which could cause temporary noise, vibration, and lighting for nearby residents.

  • Update June 9, 2026: Work on the CR 220 bridge replacement and four-lane widening project, from Knight Boxx Road to Hollars Place, is ongoing and remains on schedule. The Henley Road intersection improvements are expected to be completed by mid-July, with the bridge scheduled for completion by mid-October 2026. Final paving at the intersection is in progress, and motorists should anticipate intermittent single-lane closures and delays. Final pavement markings and turn signal handoff are planned for later this week. Bridge construction is approximately 90% complete, with FDOT inspections currently underway. The section from Chief Ridaught Road to the bridge is nearly complete, while the final segment from the bridge to Knight Boxx Road is on track for completion this fall.

County Road 315/ Cathedral Oak Parkway utility work (Green Cove Springs)- Anticipate daytime, single-lane closures on County Road 315 north to Cathedral Oak Parkway Monday through Saturday, from 9 a.m. to 6 p.m. for gas main installation work. We will update this notice when the work is complete.

Doctors Lake Drive resurfacing (Fleming Island/Orange Park) - Crews began a milling and resurfacing project on Doctors Lake Drive from Peoria Road to Kingsley Avenue on June 1. Work is expected to be completed within 4-6 weeks.

  • Update June 9, 2026- Work on the project began Friday, June 1, starting at Kingsley Avenue and progressing south. To date, over 1.5 miles of milling and resurfacing have been completed. Crews will move to daytime operations on June 15, and drivers can expect single-lane closures and traffic shifts from 7 a.m. - 5 p.m. for the next 2-3 weeks. Work is being coordinated with the CSX railroad crossing rail replacement project beginning June 15.

Jefferson Avenue closure (Orange Park) - In June, 2025, the County's Public Works Department closed off an area on Jefferson Avenue adjacent to Ridgeview Elementary School due to an unsafe subsurface structure. County officials made school leaders aware of the move, which is aimed at preventing vehicles from parking on the stretch. Pedestrian traffic is still permitted.

Lakeview Street and Hilltop Street dirt road paving project (Keystone Heights) - Crews began paving Lakeview Street, Hilltop Street, and a portion of Southwest Pecan Street on June 1. The work includes base preparation, asphalt paving, driveway tie-ins, drainage improvements, signage, and pavement markings. Motorists should expect daytime single-lane closures during the work.

  • Update June 9, 2026- Maloy Grading Co. began the dirt road paving project in the Keystone Heights area on June 1, 2026. Motorists should anticipate periodic lane closures and construction equipment in the work zone. The project is expected to be completed by October 2026, weather permitting.

South Oakridge Avenue (County Road 15A) road closure and detour (Green Cove Springs)- Beginning June 8, 2026, S. Oakridge Avenue (CR 15A) in Green Cove Springs will be closed for road repairs. Local traffic ONLY will have access. Crews will be repairing the road at Chason Road, and that portion will not be drivable. There will be a detour in place. The closure is expected to last for two weeks, weather permitting. Drivers will be detoured to US Highway 17. Follow the posted detour routes.

Old Jennings Road/ Long Bay Road new traffic signal and intersection improvements (Middleburg) - Crews began installing a new traffic signal and making improvements at the intersection of Old Jennings Road and Long Bay Road in Middleburg on March 2, 2026. Drivers should anticipate daytime, single-lane closures and traffic shifts managed by flagging crews on weekdays and some weekends during the work. This is a busy area, especially during morning and afternoon peak hours. Drivers should slow down and follow all construction signs to ensure everyone's safety.

  • Update June 9, 2026: The project remains on schedule for substantial completion by July 4, with full completion anticipated in mid-August. The final signal pole was installed on June 4, and crews are completing signal head installation and wiring activities. In two to three weeks, the traffic signal will begin to operate in flash mode for seven days before being fully activated. Boardwalk construction continues along the eastbound shoulder east of the Circle K convenience store. This is a high-traffic area, particularly during morning and afternoon peak hours. Motorists should expect daily lane closures, drive cautiously, and follow all posted signage for safety.

Radar Road new construction (Fleming Island) - Crews began construction on the new two-lane road connecting Radar Road to Town Center Boulevard at the existing roundabout on April 6. Drivers should anticipate daytime, single-lane closures and flaggers directing traffic for up to 390 days. Once completed, the project will provide a full connection from U.S. 17 to Town Center Boulevard and include bike lanes, curbs, gutters, and drainage improvements.

  • Update June 9, 2026- Construction continues in the area of the existing Town Center Boulevard roundabout and Fleming Island Library. Access to the church and adjacent apartment complex remains unaffected during this phase of construction. The project is scheduled for 390 calendar days, with substantial completion anticipated at 345 days (June 2027).

Sidewalk Projects

County Road 218 sidewalk replacement (Middleburg)- Crews anticipate beginning a sidewalk replacement project on June 22 on County Road 218 from Mallard Road to Wilkinson Junior High School. Work will include removing the existing asphalt sidewalk and replacing it with a 5-foot-wide concrete sidewalk.

Blanding Boulevard intersection improvements from South of Wells Road to the Ortega River (Orange Park)- FDOT began a project to redesign the intersection of Blanding Boulevard (State Road 21) and Wells Road on August 4. The project includes milling and resurfacing, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, bridges, sidewalks/bicycle path, and other incidental construction. The $8 million project is scheduled for completion in fall 2026, weather and unforeseen circumstances permitting.

  • Blanding Boulevard (State Road 21) at Wells Road - Nighttime lane closures Monday from 8 p.m. to 6 a.m. for road work.
  • Update June 9, 2026- FDOT reports that the project is 70% complete. The current completion date is November 4th, 2026.

Blanding Boulevard (State Road 21) at Arora Boulevard (Bellair-Meadowbrook Terrace) -Nighttime lane closures Sunday through Thursday from 10:30 p.m. to 5:30 a.m. for road work.

Blanding Boulevard (State Road 21) at Edson Drive (Bellair-Meadowbrook Terrace)- Nighttime lane closures Sunday through Thursday from 10:30 p.m. to 5:30 a.m. for road work.

Blanding Boulevard (State Road 21) at Parkwood Drive (Bellair-Meadowbrook Terrace)- Nighttime lane closures Sunday through Thursday from 10:30 p.m. to 5:30 a.m. for road work.

State Road 15 at Haven Avenue (Green Cove Springs)- Nighttime lane closures through Thursday from 9 p.m. to 4 a.m. for median and drainage work.

State Road 16 resurfacing project from State Road 21 to U.S. 17 (Green Cove Springs/Penney Farms) - Anderson Columbia Co., Inc. was awarded the contract to complete this $10 million project, which includes milling and resurfacing, base work, shoulder and driveway treatment, drainage improvements, utility adjustments, curb and gutters, sidewalks, highway signing, guardrail, signalization, and other incidental construction. Work began on January 5, 2026, and project completion is expected in late 2026/early 2027, weather permitting.

  • State Road 16 from State Road 21 to State Road 23 - Nighttime lane closures weeknights from 9 p.m. to 6 a.m. for road work.
  • Update June 9, 2026: Work continues from the First Coast Expressway to SR 21, with crews completing work west of Penney Farms. Motorists should expect daily lane closures and delays in the area. Roadwork requiring lane closures from Penney Farms to SR 16 in Green Cove Springs will be conducted during nighttime hours only. The project is scheduled for completion in late December 2026, subject to weather and other unforeseen conditions.

State Road 16 from the Bradford County line to Thornwood Court (Kingsley Lake)- Nighttime lane closures Monday through Sunday from 9 p.m. to 5 a.m. for road work.

State Road 100 between the Bradford and Putnam county lines (Lake Geneva)- Nighttime lane closures Monday through Sunday from 9 p.m. to 5 a.m. for road work.

U.S. 17 at County Road 15A (Bayard)- Daytime lane closures through September 8 from 7 a.m. to 3 p.m. for turn lane construction, median storm drain work, and shoulder work.

U.S. 17 at Hall Park Road (Green Cove Springs)- Daytime lane closures through June 26 from 7 a.m. to 5:30 p.m. for road widening.

U.S. 17 (State Road 15/Park Avenue) from Doctors Inlet to Wells Road resurfacing project (Orange Park) - Construction begins the week of May 25 on a $5.3 million resurfacing project along US 17 (Park Avenue) from Doctors Inlet to Wells Road in Orange Park. Work includes resurfacing, sidewalk and bridge improvements, traffic signals, guardrails, and signage upgrades. Overnight lane closures are expected during construction. The project is scheduled for completion in early 2027, weather permitting.

  • Park Avenue (U.S. 17) at Kingsley Avenue (Orange Park)- Nighttime lane closures Sunday through Thursday from 7:30 p.m. to 5:30 a.m. for concrete work.

U.S. 17 (S.R. 15) from Oak Street to Black Creek roadway improvements (Green Cove Springs) - This $12.2 million project, part of Green Cove Springs' Downtown Improvement Plan, will improve traffic flow and reduce congestion on U.S. 17 and CR 209. Key upgrades include new traffic signals, extended turn lanes, directional medians, and improved lighting. Work will be coordinated with Clay County's CR 209 widening project, with completion expected by late 2026.

  • U.S. 17 from Oak Street to Black Creek Bridge- Nighttime lane closures Sunday through Thursday, from 6:30 p.m. to 6 a.m. for road work.
  • Update June 9, 2026- Work continues nightly, with milling and resurfacing underway from CR 209 to just north of the Green Cove Springs city limits. Construction crews are preparing downtown streets between Ferris Street and Center Street for the installation of medians, designed to enhance pedestrian safety. Additional work includes installing left turn lanes and a newly designed traffic signal in the Mahama Bluff/CR 209 area. Motorists should expect single-lane closures and delays during nighttime operations, as all work requiring lane closures is scheduled for night hours.
