Abstract
Since it started in 1982, the SEACEN Centre (South East Asian Central Banks Research and Training Centre) has played a unique and important role for central banks in the Asia-Pacific region. It helps countries share knowledge and work together through its learning programs and research projects. To build closer relationships with financial regulators around the world, SEACEN holds international training courses every year to in- troduce the latest regulatory systems and practices.
This report covers the participation in the training course held in
Manila, the Philippines, from March 24 to 27, 2026. The course was titled "Building Safeguards Against Frauds, Scams and Use of AI Tools to Monitor AML/CFT." It gave a clear overview of new financial threats, best practices to prevent fraud, and ways to use AI and digital tools to strengthen Anti- Money Laundering and Countering the Financing of Terrorism (AML/CFT) frame- works. The course used real-world case studies and interactive discussions to make learning more effective.
This report is divided into four chapters: Chapter 1 introduces the
purpose of the course, Chapter 2 covers the course topics, Chapter 3 sum- marizes the course content, and Chapter 4 shares insights and recommenda- tions.
