This study, conducted by Quantalyse and STH-Consulting on behalf of the European Automobile Manufacturers' Association (ACEA), examines the used vehicle market and its relationship with the new vehicle market in the context of fleet decarbonisation.

Current policy frameworks in the European Union and beyond have primarily focused on new vehicle supply through regulation and incentives, with limited attention to the role of the used vehicle market in shaping the environmental trajectory of the circulating vehicle fleet.

The study places the used vehicle market within overall fleet dynamics and highlights the relevance of policy approaches that go beyond new vehicle regulation and consider how vehicles move through the fleet over time.
