Policy Academy to Strengthen Benefits Systems Through Innovative Technology

This project will support up to six states and territories in advancing their governors' priorities to modernize SNAP and Medicaid systems through technology, operational and governance improvements aligned with implementation of H.R. 1.

The NGA Center for Best Practices Children and Families and Health teams are excited to release a request for applications (RFA) for the Policy Academy to Strengthen Benefit Systems Through Innovative Technology. In response to new federal requirements under H.R. 1, this 12-month policy academy will support state and territory teams in strengthening benefit delivery and program integrity through system modernization efforts, while preserving benefits access for eligible consumers. States and territories will have the flexibility to define their own priorities and focus areas, with an emphasis on advancing measurable progress through technology and system improvements.

The project period will run from July 2026 through July 2027. Selected states and territories will work with NGA and dedicated technical assistance providers to advance their goals through strategic advising, peer learning opportunities, and support in developing and implementing action plans aligned with their governors' H.R. 1 strategy.

All applications must be received by June 12 at 8 p.m. ET.
