Congressman Krishnamoorthi, Illinois Delegation Demand Investigations into ICE Raids and Fatal Shootings in Illinois

SCHAUMBURG, IL - Congressman Raja Krishnamoorthi (D-IL) joined Congresswoman Robin Kelly (D-IL) and other members of the Illinois congressional delegation in sending a letter to the Inspectors General of the Departments of Justice (DOJ) and Homeland Security (DHS), calling for full and independent investigations into recent immigration enforcement actions and fatal shootings by federal agents in Illinois.

The letter comes amid growing concern over "Operation Midway Blitz," a federal enforcement campaign launched by the Trump administration that has led to heavily armed raids and violent encounters in communities across the state.

"Over the past few months, the U.S. Immigration and Customs Enforcement (ICE) has conducted unprecedented raids throughout the nation, including within our home state of Illinois, frightening and injuring community members. We write to request the Department of Justice (DOJ) Office of Inspector General (OIG), and the DHS OIG conduct full and independent investigations of those enforcement actions and report to Congress about the status of those investigations," the members wrote in their letter.

The lawmakers cited multiple incidents requiring investigation, including:

  • The October 1 South Shore raid, where ICE, CBP, FBI, and ATF agents used flashbang grenades, helicopters, and drones to storm an apartment complex, detaining residents-including U.S. citizens-and arresting Alderwoman Jessie Fuentes while she was visiting a hospital patient injured during the operation.
  • The September 12 fatal shooting of Silverio Villegas Gonzalez in Franklin Park by an ICE agent, and the October 4 shooting of a woman in Brighton Park by a Border Patrol agent. In both cases, DHS statements conflicted with available security footage and eyewitness accounts.

The letter calls on federal inspectors general to investigate these incidents, assess compliance with body-worn camera policies, and review coordination between agencies during joint enforcement operations. The members also requested a congressional briefing by October 24, 2025, on the status of any ongoing investigations.

In addition to Congressman Krishnamoorthi, the letter was signed by Reps. Robin Kelly (IL-02), Jesús G. "Chuy" García (IL-04), Delia Ramirez (IL-03), Brad Schneider (IL-10), Danny K. Davis (IL-07), Jonathan Jackson (IL-01), Bill Foster (IL-11), Jan Schakowsky (IL-09), Sean Casten (IL-06), Eric Sorensen (IL-17), and Mike Quigley (IL-05).
