Fresno County Mayors Support Effort to Let Voters Decide Future of Measure C

Soria, Caballero Introduce "Fresno County Transportation Improvement Act" (AB 1923)

SACRAMENTO, CA - Assemblywoman Esmeralda Soria (D-Fresno), and State Senator Anna Caballero (D-Merced), introduced legislation today to ensure Fresno County residents have the opportunity to vote on the "Fresno County Transportation Improvement Act", a successor to Fresno County's Measure C, in the upcoming November 3, 2026 general election.

"Senator Caballero and I have heard from Mayors throughout Fresno County, and more importantly, we have heard directly from our Fresno community and constituents about the importance of Measure C. Voters in Fresno County should not be denied an opportunity to decide the future of Measure C," Soria said.

"We cannot afford to do nothing. Doing so will result in the loss of hundreds of good-paying jobs throughout the Valley, along with critically needed road improvements throughout Fresno County. Senator Caballero and I remain committed to the greater Fresno community and will do everything in our power to ensure voters in Fresno County have the opportunity to have their voices heard on November 3, 2026.

That is why we are happy to introduce AB 1923, which ensures the 'Fresno County Transportation Improvement Act' is placed on Fresno County voters' ballots on November 3, 2026. Voters-not a select few County Supervisors, should have the final say about this initiative."

Senator Caballero is the principal co-author of AB 1923.

"When tens of thousands of residents do everything the law requires to qualify a citizen-led initiative for the ballot, they deserve the opportunity to vote," Caballero said."A procedural delay should never stand between the people and the ballot box.

This is a short-sighted decision with long-term consequences for Fresno County. For decades, Measure C has funded safer roads, public transit, and critical transportation infrastructure while helping bring billions of dollars in additional state and federal investment to our region.

Local control is about more than the authority of elected officials-it also means respecting the will of the people. In this case, more than 32,000 Fresno County residents signed petitions to qualify a successor to Measure C for the ballot. Assemblywoman Soria and I are advancing this bill to ensure the community has the final say."

Fresno Mayors have expressed the need for urgent action to let the voters have their voices heard.

"If action is not taken, postponing this citizen-led transportation measure will have serious consequences for Fresno County," said Kerman Mayor Maria Pacheco."Road repairs, public transit, and critical safety improvements will be delayed, with the greatest impact falling on our smaller cities, rural communities, and unincorporated areas.

Without these local funds, our communities will lose the matching dollars needed to compete for state and federal transportation grants. Jobs will be lost, our local economy will suffer, and the infrastructure our families rely on every day will continue to fall behind."
