Texas Energy Workforce Consortium Unites Industries to Strengthen Texas' Energy Workforce

Employer-led coalition connects energy, education, and workforce partners to expand career opportunities across the state.

Quanta Services is participating in the new Texas Energy Workforce Consortium, or TEWC, joining employers, educators, and workforce organizations from across the state to help more Texans build rewarding careers in the energy industry.

As an industry partner, Quanta will contribute firsthand knowledge of in-demand positions, emerging skill needs, and the experience workers need to succeed. That input will help educators, training providers, and workforce organizations develop practical programs that connect Texans with available jobs and long-term career opportunities.

Texas leads the nation in energy employment and continues to create opportunities across electric utilities, oil and gas, renewable energy, pipelines, power generation, and infrastructure construction. TEWC will build on the good work already happening across the state by connecting employers with the organizations preparing the next generation of energy workers.

The scale of the opportunity and need is clear:

• Texas has 990,100 energy jobs, more than any other state, according to the 2025 U.S. Energy and Employment Report.

• 52% of Texas energy employers reported difficulty hiring the workers they needed, according to the U.S. Department of Energy's 2023 report.

• TEWC connects employers from across the energy industry with education and workforce partners throughout Texas.

"Texas has the jobs and the opportunity, but meeting the workforce demand ahead of us will take coordination across industries and across the state," said Sara Vander Zanden, director of state workforce development at the Center for Energy Workforce Development. "TEWC gives employers, educators and workforce partners one table where they can align training with real workforce needs and create clearer paths into energy careers for Texans."

The consortium will focus on strengthening career pathways from K-12 education through postsecondary training, apprenticeships, and employment. Members will work together to expand awareness of energy careers, identify gaps in available training, and help students and job seekers understand how they can build a future in the industry.

Through greater coordination, TEWC can help successful programs reach more communities, strengthen partnerships with schools and colleges and give employers a shared voice on workforce priorities. The goal is to create more opportunities for Texans while building the skilled workforce needed to support the state's continued energy growth.

TEWC held its founding convening on Sept. 24 at Quanta Services' headquarters in Houston, bringing together leaders from industry, education, and workforce development to establish shared priorities and begin shaping a stronger, more connected energy workforce across Texas.
