CHARLESTON, W.Va. - Governor Patrick Morrisey today announced a new funding opportunity through the state's Rural Health Transformation Program (RHTP). Up to $7.1 million is available through a shared funding pool that will support this Application Funding Announcement (AFA) and one related solicitation. This opportunity represents the final funding opportunity to be released under the Rural Health Link (RHL) initiative and is intended to establish a statewide network of regional hubs and mobility coordinators to simplify how rural residents access healthcare services.

"A doctor's appointment is only effective if the patient can get to it," said Governor Morrisey. "This initiative builds the essential infrastructure to connect the dots, bringing transportation and healthcare together in a more coordinated way. By creating a smarter, more coordinated system, we can reduce critical barriers and make healthcare more accessible for every West Virginian, no matter where they live."

Building on the other investments released through the RHL initiative, this opportunity addresses the crucial need for statewide coordination. It aims to create a more reliable and efficient system by centralizing transportation and care coordination, standardizing processes for dispatchers and providers, and improving accountability across the entire network of healthcare and community partners. The goal is to help residents navigate available services more easily and improve access to care across West Virginia.

Funding is intended to support the establishment and operation of regional hubs, the training of dispatchers on standardized workflows, and the deployment of mobility coordinators and contract managers responsible for coordinating services across the statewide network. Priority will be given to applicants that can build strong partnerships among transportation providers, healthcare organizations, and community-based organizations to create a more connected and reliable system for accessing care.

"This funding opportunity is intended to support the operational backbone of a more connected and responsive healthcare system. By strengthening coordination among transportation providers, healthcare organizations, and community partners, it has the potential to reduce barriers to care, improve efficiency, and help more West Virginians access the services they need."
