ANAHEIM, Calif. (Dec. 4, 2025) - Manuel Cid has been named to be the next police chief of the Anaheim Police Department.
Cid currently serves as chief of police of the Glendale Police Department, a position he's held since January 2023.
He previously served as chief of the Culver City Police Department from 2020 to 2023.
In all, Cid has more than 20 years of law enforcement experience, most with Culver City Police Department, where he advanced through the ranks from patrol to command staff with experience in enforcement operations, investigations, administration and professional standards emergency management and work with multiple local, state, and federal taskforces.
At Glendale, Cid currently oversees a police department of 450 people, including 300 sworn police officers, detectives, K-9 officers, pilots, SWAT, motor officers and more.
Cid is set to become the 38th chief in the 155-year history of the Anaheim Police Department, pending final employment screening.
With completion of pre-employment requirements and City Council approval of an employment agreement, Cid is expected to start Dec. 29.
He will lead the largest city police department in Orange County, second only in size to the Orange County Sheriff's Department, which serves county areas and some cities under contract.
In Anaheim, Cid is set to oversee 600 employees including more than 400 sworn police officers, detectives, investigators, pilots, mounted unit officers and horses, K-9 officers, SWAT personnel and command staff.
His selection follows the announced retirement of Chief Rick Armendariz, who has led the department since 2023 and announced his plans to step down in July.
Armendariz continues to manage the department as interim chief during a transitional recruitment and hiring of his successor.
Cid's selection follows months of stakeholder outreach, community input and candidate recruitment as part Anaheim's "Our Next Chief" process.
Anaheim contracted with Public Sector Search & Consulting of Rockland, Calif., in the Sacramento area, to lead an expedited but thorough recruitment, which started in September following talks with Anaheim's police union and other stakeholders in August.
Four community meetings, two online and two in person, were held in October, in addition to information shared at the city's community open houses in October.
An online survey asking about priorities and what residents and businesses wanted to see in their next police chief ran from September through October.
The recruitment drew dozens of qualified applicants from within the Anaheim Police Department and beyond.
From a competitive field, eight candidates moved forward to a series of interview panels including law enforcement professionals, community members, city executives, union representatives and the city manager.
From there, three finalists emerged with Cid as City Manager Jim Vanderpool's final selection.
In addition to Cid's law enforcement career, he holds a master's in public administration and organizational leadership from National University and a bachelor's in political science from Whittier College.
He is also a graduate of the FBI National Academy.
Cid, who informally goes by Manny, is a proud first-generation Cuban American fluent in Spanish and an avid sports fan who enjoys spending time with his family.
He is set to come in at an annual salary of $367,439 within Anaheim's range for a chief of police.
