Permanent Secretary (Defence) Mr Joseph Leong Visits Indonesia to Co-Chair the 3rd Defence Cooperation Committee Meeting

Permanent Secretary (Defence) Mr Joseph Leong is in Jakarta, Indonesia for his introductory visit and to co-chair the 3rd Defence Cooperation Committee (DCC) meeting with Secretary-General of the Indonesian Ministry of Defence (KEMHAN) Lieutenant General (LG) Tri Budi Utomo, from 21 to 23 July 2026.

The annual DCC meeting is the highest-level policy platform between both countries' defence establishments to oversee the implementation of the Defence Cooperation Agreement (DCA)[1], as well as to set the strategic direction for deepening cooperation in mutually beneficial areas of interests. During the 3rd DCC meeting, both co-chairs noted the smooth implementation of the DCA and discussed initiatives to strengthen bilateral defence cooperation, such as the co-development of training facilities in West Kalimantan, Baturaja, and Siabu Air Weapons Range, which will provide more opportunities for both militaries to train together. Both co-chairs also committed to the conduct of the 4th DCC meeting in Singapore next year.

As part of his introductory visit, Mr Leong visited the National Resilience Institute of Indonesia (LEMHANNAS) and KEMHAN's Cyber and Defence Technology Intelligence Centre (PUSSIBERTEKHAN).

[1] The DCA is a mutually beneficial agreement that was signed as part of the Expanded Framework Agreements, which entered into force in March 2024. It has further strengthened the strategic relationship between both defence establishments, enabled closer interaction between the Singapore Armed Forces (SAF) and the Indonesian National Defence Forces (TNI), and formed the foundation for us to work closely with Indonesia on new areas of defence cooperation.
