The millionaire's tax, the capital gains tax, and the history of Washington state tax policy over the last five years will be discussed by Ryan Frost, budget and tax policy director for the Washington Policy Center, 4:00-5:00 p.m. on Tuesday, Nov. 10, in Todd Hall 216 at Washington State University.
Frost will present "Navigating Washington State Tax Policy" as the keynote speaker of the fall 2026 Hoops Tax Institute Forum.
He has more than a decade of experience in public sector finance and legislative analysis. Previously, he was managing director of the Pension Integrity Project at the Reason Foundation, where he led research on retirement system design and its budget impacts and advised state legislative committees across the country.
Prior to his work at Reason, Frost spent seven years as the senior research and policy manager for the Washington State Law Enforcement Officers and Fire Fighters' Plan 2 Retirement Board. In that capacity, he conducted fiscal studies for the state legislature and drafted multiple pieces of adopted legislation. Frost holds a bachelor's degree in politics and government from Pacific Lutheran University and lives in Washington state with his family.
"The goal of the forum is to inspire critical thinking and discussion around taxation, government regulations, and the importance of voting," said Professor Richard Toolson, who organized the forum. "It is one of the ways the Hoops Tax Institute engages students across disciplines with taxation researchers and experts. Other learning opportunities are offered throughout the year."
The event is hosted by the WSU Howard D. and B. Phyllis Hoops Institute of Taxation Research and Policy within the Carson College of Business.
