Washington, D.C. - Today, U.S. Representative Anna Paulina Luna sent a letter urging President Donald Trump to refederalize the District of Columbia, citing the tragic shooting of two National Guard members and the rapidly deteriorating public-safety situation in the capital.
In the letter, Rep. Luna details the circumstances surrounding the killing of U.S. Army Specialist Sarah Beckstrom and the critical wounding of U.S. Air Force Staff Sergeant Andrew Wolfe, both of whom were attacked while deployed in Washington, D.C. earlier this week. She emphasizes that this was not an isolated crime but a direct assault on uniformed service members operating just blocks from the White House.
"This was not a random act of violence. This was an attack on uniformed service members who were deployed," said Rep. Luna. "Specialist Sarah Beckstrom did not die on some distant battlefield or in a war-torn foreign country. She died here, in the United States, protecting American citizens. And Staff Sergeant Andrew Wolfe continues to fight for his life. Washington, D.C. is in crisis, and temporary measures are not enough."
In her letter, Rep. Luna urges President Trump to once again restore full federal control over Washington, D.C.'s law-enforcement and security operations under the Home Rule Act until public safety can be guaranteed. She cites previous federal interventions-including the August 2025 takeover initiated by the Administration-which successfully reduced violent crime when local leadership repeatedly failed to do so. Each time federal oversight ended, she notes, the city slid back into chaos.
"History proves that when Washington, D.C. falls into crisis, federal leadership is not just warranted but needed," Luna continued. "The capital of the United States cannot be allowed to deteriorate into a place where criminals feel empowered to murder the very people protecting it. Specialist Beckstrom deserved better. Andrew Wolfe deserves better. Every Guardsman, every federal employee, and every American in this city deserves better."
