NCTA Announces Three New Additions to Legal Team

Washington, D.C. - NCTA - The Internet & Television Association today announced that Martha Heller, Natalie Roisman, and Nellie Foosaner have joined the organization's legal team. Heller and Roisman join as Vice President and Deputy General Counsel, and Foosaner joins as Vice President and Associate General Counsel.

Heller joins NCTA from Paramount Skydance Corporation, where she has served as Vice President, Government Relations and Regulatory Counsel since 2020, advising company executives on U.S. and international regulatory matters involving streaming, broadcast, and cable programming, and overseeing Paramount's advocacy before the FCC and FTC. She previously held senior roles at the FCC, including Division Chief in the Media Bureau, and was a partner at Wiley LLP. Heller is a graduate of the University of Virginia School of Law and Cornell University.

Roisman joins NCTA from the Georgetown Law Institute for Technology Law & Policy, where she served as Executive Director and led the Institute's research, programming, and student career support work at the intersection of technology and law, including launching the Georgetown AI & the Legal Profession Initiative. She was previously a partner at Wilkinson Barker Knauer, LLP and counsel at Akin Gump Strauss Hauer & Feld, and served as an attorney-advisor in the FCC's Media Bureau. Roisman has held leadership roles in the Federal Communications Bar Association for more than 20 years, including as its president, and was twice elected to the Women's Bar Association's Board of Directors. She holds a J.D. from the University of Pennsylvania Carey Law School and an A.B. from the University of Chicago.

Foosaner joins NCTA from the FCC's Wireless Telecommunications Bureau, where she served as a Legal and Policy Advisor supporting matters related to wireless communication services and spectrum policy. She previously served as Acting Legal Advisor in the office of Commissioner Trusty and as a Senior Attorney Advisor in the Mobility Division. Foosaner began her FCC career as an Honors Attorney in the Consumer and Governmental Affairs Bureau and the Public Safety and Homeland Security Bureau. She received her J.D. from the George Washington University Law School and her undergraduate degree from the University of Miami.
