The Portland Police Bureau's tactical teams safely apprehended two suspects connected to separate violent incidents that occurred in November 2025. The arrests follow extensive investigative work by the PPB Major Crimes Unit, whose detectives identified the suspects and developed the information necessary to bring both cases to a successful resolution.
On the evening of November 10, 2025, East Precinct officers responded to the area of East Burnside Street and Southeast 117th Avenue after learning that a woman had been confronted outside a business in the 11900 block of Northeast Glisan Street by three individuals, one of whom displayed a firearm and threatened to shoot her. A male acquaintance of the woman later confronted the suspects near Southeast 117th Avenue and East Ankeny Street, where shots were fired. No injuries were reported, and the suspects fled the scene.
On January 13, 2026, PPB's Special Emergency Reaction Team (SERT), with assistance from the Crisis Negotiation Team (CNT) and additional PPB resources, apprehended 38-year-old Raymond Diggs in the 11700 block of East Burnside Street. A firearm was seized during the arrest. Diggs was transported to the Multnomah County Detention Center (MCDC) and lodged on the following charges: Unlawful Use of a Weapon, Felon in Possession of a Restricted Weapon, Menacing, Robbery in the First Degree (two counts), and Robbery in the Second Degree (two counts). With Diggs' arrest, all three suspects are now in custody.
Seized firearmOn November 18, 2025, Central Precinct officers responded to reports of a stabbing in the 1200 block of Southwest Park Avenue. An adult male victim was located with serious stab wounds and was transported to the hospital for treatment. The suspect fled prior to officers' arrival.
On January 13, 2026, SERT, with support from CNT and other units, took 33-year-old Katelynn Spacal into custody in the area of Southwest Broadway and Southwest Main Street without incident. Spacal was transported to MCDC and lodged on the following charges: Attempted Murder in the First Degree and Unlawful Use of a Weapon.
"These arrests are the result of outstanding investigative work by our Major Crimes Unit and the professionalism of our tactical and negotiation teams," Chief Bob Day said. "Their coordinated efforts helped bring these cases to a safe conclusion and hold those responsible accountable."
Both investigations remain ongoing. Additional information will be released as appropriate.
