DOE Issues Request for Information (RFI) on Energy Conservation Standards for Distribution Transformers

The U.S. Department of Energy (DOE) has published a Request for Information (RFI) in the Federal Register seeking data and information about how the energy conservation standards for distribution transformers impact national security, domestic manufacturing capacity, supply chain resilience, and the availability and cost of key materials.

The current standards were finalized in April 2024 and will take effect in 2029. This RFI follows a Presidential Determination issued on April 20, 2026, that found that grid infrastructure supply chains, including distribution transformers and electrical core steel, are essential to national defense, and that U.S. industry faces critical constraints from limited domestic product capacity, extended procurement timelines, and foreign supply dependence.

DOE is also interested in hearing whether the revised standards result in special hardship, inequity, or unfair distribution of burdens, including investment needs and market conditions associated with redesigning equipment to be comply by the 2029 compliance date.
