Dusty Elias Kirk '75, Esq., partner at the law firm Reed Smith LLP and long-standing civic leader, was named a Distinguished Daughter of Pennsylvania on Wednesday, Oct. 7.
The prestigious honor recognizes women across the Commonwealth who have demonstrated exceptional leadership, professional achievement, and volunteerism throughout Pennsylvania.
"I am truly honored and humbled to be included as an honoree among the Pennsylvania women who have been leaders and active in service to their communities throughout the Commonwealth," Kirk said. "My parents taught me, 'if you can help someone, you should.' That is how I have tried to live my life. Thank you to Ron Cole, President of Allegheny College who nominated me, Governor Josh Shapiro, and the Distinguished Daughters of Pennsylvania for recognizing me and including me in this community of outstanding women."
In addition to her position on Allegheny College's board, Kirk chairs the boards for the Regional Asset District of Allegheny County and the Urban Land Institute's Women's Leadership Initiative. She also currently holds, or has previously held, seats on the boards of: Riverlife, Penn State Dickinson School of Law, Chatham University's Pennsylvania Center for Women in Politics, Dress for Success Worldwide, Juvenile Diabetes Research Foundation of Western Pennsylvania, and Planned Parenthood of Western Pennsylvania.
Kirk's career has also featured extensive public service under appointments by Pennsylvania Supreme Court justices and multiple governors. During his term, former Governor Tom Wolf appointed Kirk to chair the statewide Judicial Advisory Commission, which evaluates candidates for interim judicial appointments to Pennsylvania's appellate courts. More recently, Governor Josh Shapiro appointed her to the Early Learning Investment Commission in 2025 and to the Joint Committee on Documents in 2024 as a public member, where she helps review regulations and legislative documents to ensure compliance with governing law.
Kirk was nominated for the award by Allegheny College's President Ron Cole '87. She currently serves as a member of the College's Board of Trustees.
Dusty Elias Kirk exemplifies the excellence, integrity, and sustained service that define a Distinguished Daughter of Pennsylvania," Cole said. "Through her visionary legal career, statewide public service, and deep devotion to higher education, Dusty has strengthened institutions, expanded opportunity, and advanced the public good across the Commonwealth. Allegheny College is profoundly proud to see her extraordinary contributions recognized with this honor.
Kirk is one of 10 women to receive the award in 2026, and one of only 584 to have received the honor since the Distinguished Daughters of PA was founded 77 years ago. Two other Allegheny College board members - Judith Thomas Horgan '68 and Kim Tillotson Fleming - have previously received the honor.
"The Commonwealth is proud to claim each of the Distinguished Daughters as our own, as each of their stories reflect Pennsylvania's rich past and herald the promise of a bright future through collaborative service," said Governor Josh Shapiro. "The women we recognize bring an incredible wealth of experience and knowledge, are leaders in their respective fields, and have showcased extraordinary professionalism in all aspects of their careers."
