AIIB and Benin Agree on USD730 million Rolling Pipeline to Advance Infrastructure Investment

The Asian Infrastructure Investment Bank (AIIB) and the Government of Benin have agreed on a USD730 million, multi-year rolling pipeline providing a strategic framework for cooperation on priority infrastructure investments.

The agreement was signed by Rajat Misra, AIIB's Director General, Public Sector Clients Department, Region 1, and Hugues Oscar Lokossou, Delegate Minister to the Minister of Finance, in charge of External Resource Mobilization and Debt Management and Governor for Benin at AIIB. The signing was witnessed by Zou Jiayi, AIIB President and Chair of the Board of Directors, and Aristide Medenou, Minister of Economy and Finance, in charge of Cooperation, Benin.

The multi-year rolling pipeline provides a forward-looking framework for AIIB and Benin to identify and develop potential investment opportunities aligned with Benin's national development priorities and AIIB's mandate to finance sustainable infrastructure for tomorrow.

The proposed pipeline covers 2027-2028, with an indicative financing volume of USD730 million. It includes potential operations under the Energy, Food Security and Economic Resilience Facility (Facility) and Climate Policy-Based Financing. Projects identified under the arrangement will remain subject to preparation, due diligence and approval processes.

"The multi-year rolling pipeline gives us a structured basis for working together to identify and prepare infrastructure investments that respond to Benin's priorities. We look forward to working closely with the government to translate this shared ambition into well-prepared, sustainable projects that can deliver tangible benefits for people and the economy."

"This MYRP is transformative for Benin," Lokossou said. "We are mobilizing USD 730 million across energy, transport, and climate resilience to accelerate our development trajectory. This includes 250 million for policy-based financing directly to support our Vision Benin 2060. We are equally pleased to announce Benin's contribution to the AIIB Project Preparation Special Fund, reinforcing our commitment to the multilateral development system. Beyond this agreement, we envision a strategic partnership with AIIB extending over at least five years."

The multi-year rolling pipeline, AIIB's first in Africa, reflects the Bank's growing engagement with its members on the continent and its commitment to working with governments to develop a strong pipeline of sustainable, high-quality infrastructure investments.
