Addis' Statement on Agreement to Reinstate Diablo Canyon Community Funding

SACRAMENTO- Assemblymember Dawn Addis (D-Morro Bay) released the following statement on the agreement reached with Pacific Gas & Electric Company and San Luis Obispo County on funding for communities impacted by the operation of the Diablo Canyon Power Plant.

"Since my time in the Legislature, I have worked non-stop to ensure San Luis Obispo County residents' voices are at the table. It is crucial that PG&E fulfill its responsibility to our community by restoring critical funding that was missing from the 2025-2030 extension of Diablo Canyon Nuclear Power Plant operations.

"PG&E's agreement to pay two of five years of the Essential Services Mitigation Fund is an important step forward in supporting our local communities who bear the responsibility of hosting California's only operating nuclear power plant. This is critical for our students and the public agencies who serve the most vulnerable throughout San Luis Obispo County. I remain committed to ensuring our residents are heard, respected, and their needs are fully met."

Addis co-sponsored Senate Bill (SB) 931, which would reinstate the Community Impact Mitigation Program to fund local programs, including critical dollars to San Luis Coastal Unified School District. This formula was previously developed in SB 1090 (Monning, 2018).

The agreement reached with PG&E and San Luis Obispo County will fund an additional two of the previously committed five years of funding to public agencies that are eligible under the Community Impacted Mitigation Fund. As a result, SB 931 will not advance.

Last year, Assemblymember Addis introduced Assembly Bill (AB) 1391, which would have increased the amount of funding to basic aid school districts for Transitional Kindergarten, following the concerns from parents and the San Luis Coastal Unified School District about depreciating unitary tax.

This month, Governor Gavin Newsom announced that he would not be pursuing legislation to extend the operation of the Diablo Canyon Power Plant in the remaining month of the 2026 legislative session. In response, Assemblymember Addis issued the following statement:

"When it comes to a potential extension of PG&E's 41-year-old nuclear power plant, the people of California, and the communities of San Luis Obispo County, deserve a transparent and accountable process that upholds the commitments previously made to ratepayers, taxpayers, local schools, and public programs. This is why I appreciate Governor Newsom's stance that if something is to come forward on a nuclear power plant extension, it deserves the full conversation that a full legislative session can provide."

Dawn Addis was elected to the California State Assembly in 2022 to represent the coastal 30th Assembly District, which includes San Luis Obispo, Monterey, and Santa Cruz Counties. She is the Chair of the Assembly Budget Subcommittee 1 on Health.
