New Permanent Representative of Costa Rica Presents Credentials

The new Permanent Representative of Costa Rica to the United Nations, Boris V. Marchegiani Carrero, presented his credentials to UN Secretary-General António Guterres today.

  • Ambassador-designate of Costa Rica to the United Nations.
  • International executive, entrepreneur, academic and strategic advisor with extensive experience in energy, sustainable tourism, public policy and international cooperation.
  • Major shareholder of Gaia Hotel & Reserve, an internationally recognized luxury eco-tourism destination and multiple World Travel Awards recipient.
  • Founder and CEO of PEPEX.NET, LLC, developer of a multilateral platform for international energy procurement and trading.
  • Former advisor to the United States National Security Council (Pentagon Division) on global energy procurement and strategic logistics.
  • Held senior executive positions in the international energy sector, working with major global companies including Exxon, Petrobras, ARAMCO, PEMEX, Shell, Petronas and Indian Oil.
  • Led environmental conservation initiatives, including the successful reintroduction of more than 300 scarlet macaws into their natural habitat in Costa Rica through partnerships with Discovery Channel, National Geographic and the Smithsonian Institution.
  • Founder and supporter of community development initiatives focused on education, youth inclusion and sustainable development.
  • Founding Professor of Mathematics at Simón Bolívar University (Venezuela) and participant in UNESCO-sponsored international conferences on mathematics education.
  • Former advisor to the President of OPEC and member of the Boards of Texas A&M University (Costa Rica) and Miami City Ballet.
  • Academic credentials: Ph.D. in Higher Education (Mathematics and Philosophy), University of Tennessee; M.A. in Mathematics, Mathematics Education and Philosophy, University of Florida; B.A. in Mathematics and Psychology, University of Florida.
