ACM Telecom Monitor for Q4 2025: mobile-data consumption set another record in Q4 2025

In the fourth quarter of 2025, all Dutch consumers combined consumed an astonishing 829 million gigabytes of mobile data. That is yet another record for mobile-data consumption. The roll-out of fiber-optic also continues. These are some of the conclusions of the most recent Telecom Monitor of the Netherlands Authority for Consumers and Markets (). Together with the Telecom Monitor, the annual Number Issuance Monitor has also been published.

A striking development is that mobile-data consumption among Odido customers has surpassed the combined consumptions among KPN and VodafoneZiggo customers. Telecom operators KPN and Odido continue to be market leaders on the mobile market.

The roll-out of fiber-optic continues to progress rapidly, but, when looking at 2025 as a whole, less rapidly than in previous years. The number of households with access to fiber-optic went up by approximately 220,000 connections this quarter, and the number of households that actually take out fiber-out plans is also growing steadily. Consumer download speeds, too, have gone up considerably. Whereas, in 2013, almost 58 percent of consumers had download speeds of 30 Mbps or lower, that percentage dropped to merely 0.5 percent in 2025. Nowadays, 91.3 percent of Dutch consumers have download speeds of 100 Mbps or higher.

Yearly figures: spectacular growth in mobile data

The 2025 figures show an impressive growth. Total mobile-data consumption has almost doubled within a three-year time period: from 1.6 billion gigabytes in 2022 to almost 3 billion gigabytes in 2025. At the same time, the number of traditional mobile calls (not internet-based) has dropped further, after a peak in 2020 and 2021 during the COVID-19 pandemic.

The combination of fixed and mobile services has become more and more popular. In 2013, only 190,000 consumers had a combined mobile and fixed plan, whereas, in 2025, this number has risen to 3.86 million.

Number Issuance Monitor: demand for mobile numbers remains high

The Number Issuance Monitor shows that demand for mobile phone numbers has remained unabatedly high. In 2025, 73.8 million mobile numbers were issued. As a result, the issuance percentage stands at 88.7 percentage of available numbers, which is at the same level as at the end of 2024.

Demand for 0970-numbers for Machine-to-Machine (M2M) applications went up considerably in 2025. M2M communications concern connections where devices exchange data without any human intervention, such as smart energy meters, GPS trackers, and payment terminals. The number of issued M2M numbers went up by 19.1 million numbers, which is a growth of almost 35 percent. The issuance percentage thus stands at 73.8 percent.

ACM expects that the pressure on the availability of 0970-numbers will increase further as a result of a growing need for these numbers in the market. Considering the increase in the past year, ACM cannot rule out that the share of numbers available for issuance for M2M applications will be exhausted in the short term. In that case, the Dutch Ministry of Economic Affairs and Climate (EZK) can make new number series (that are currently still closed) available.

About the monitors

Each quarter, ACM publishes the Telecom Monitor. It gives an overview of the trends in the telecom sector. The largest market participants in the telecom industry regularly submit data about their activities to ACM for the Telecom Monitor. ACM verifies this data, and, in that way, keeps a finger on the pulse of developments in the different markets. The figures are an important foundation for ACM's analyses. The trends are presented in an interactive dashboard, which can be accessed by everyone. The Number Issuance Monitor is an annual monitor in which ACM reports on the trends and developments regarding the issuance of numbers. ACM manages the supply of all phone numbers in the Netherlands. The monitor provides insight into the availability of numbers so that the Ministry of Economic Affairs and Climate (EZK) is able to respond in time to potential shortages.
