The Hillsboro Planning Commission approved a development request from Sky Harbour Hangers on May 27 to construct a private aircraft hangar on 13.7 acres of leased land at the Portland-Hillsboro Airport (DR-044-25). The vote was 5-0 with one abstention.
The proposal, which first came before the Planning Commission on April 8, was revised to eliminate the Major Adjustments to the Hillsboro Community Development Code (CDC) to reduce the front setback and required landscaping.
Given these revisions and the project's full compliance with Hillsboro's CDC, providing public benefit was no longer required. However, the applicant elected to maintain the publicly accessible plaza adjacent to NE Brookwood Parkway that was part of the original plan.
There were 14 people who spoke in opposition to the project at the continued Public Hearing on May 27. Testimony primarily focused on concerns about noise, air quality, and notification. Noise and air quality are outside the review authority of the Hillsboro Planning Commission as they are regulated by other agencies and not addressed in the Hillsboro Community Development Code. Notices for this project followed standard procedure in the CDC for a Type III development application.
The record also included around 150 pieces of written testimony.
The project site is zoned I-P Industrial Park and is bounded by NE Brookwood Parkway to the east, an airport taxiway to the west, and NW Airport Road, a private road, to the north. The leasehold is currently vacant.
An appeal to the decision must be submitted by June 17, 2026 to be considered. An appeal would go to the Hillsboro City Council.
