Buffalo Man Pleads Guilty for Fatal Shooting in City's Riverside Neighborhood

Erie County District Attorney Michael J. Keane announces that Sir Raven Rodgers, 30, of Buffalo, pleaded guilty this afternoon before Erie County Court Judge Kenneth F. Case to one count of Manslaughter in the First Degree (Class B violent felony). Rodgers entered a guilty plea to the charge in full satisfaction of the indictment.

On Tuesday, October 14, 2025, at approximately 9:30 p.m., the defendant shot the victim with an illegal gun on Isabelle Street near Laird Avenue in the City of Buffalo. The victim, 47-year-old Rafael Ruiz Quinones, was pronounced dead at the scene.

Rodgers faces a maximum of 25 years in prison when he is sentenced on Tuesday, October 13, 2026, at 9:30 a.m. He remains held without bail.

DA Keane commends Detective Joseph Ruggiero and the Buffalo Police Department for their work in this investigation.

The case was prosecuted by Chief Christopher S. Safulko and Assistant District Attorney Ryan M. Flaherty of the Major Crimes Bureau.
