Complete your beginning-year agreement by May 29

Civilian and military managers of public service employees can now add their beginning-year performance agreements in thePublic Service Performance Management (PSPM) application for the 2026-2027 cycle. Agreements must be entered no later than May 29, 2026.

Beginning year assessments are necessary for establishing performance expectations for the upcoming year. Managers and employees must work together in the employee's official language of choice, to discuss both work objectives and expected behaviours.

Manager responsibilities

  • All first-time managers and supervisors must complete the mandatory online course Performance Management for the Government of Canada (COR109, formerly G140), through the Canada School of Public Service (CSPS) learning platform.
  • Set 3 to 6 SMART work objectives and create clear performance indicators (Section B of the PSPM agreement).
  • Discuss expectations with employees that reflect core competencies, inclusive behaviours, and how to achieve optimal results (Section C of the PSPM Agreement).
  • Explore learning plans that support the achievement of performance objectives, career development and succession planning within your organization, and identify tools and resources to support them.
  • Have employees complete the mandatory Learning and Development Plan (Section D of the PSPM agreement).
  • Ensure your employees have a valid myWorkArrangement (mWA) agreement and approve them in the mWA application.

Employee responsibilities

Employees who do not have access to TAP:

  • To complete your PSPM, you can request a PDF copy of the form by contacting [email protected].
  • Complete an alternative work agreement form as a temporary measure until access issues have been resolved (available only on the National Defence network). Once access to TAP is granted, employees will need to re-enter their arrangements in the mWA application.

Values and Ethics

  • All DND public service employees are also expected to follow the DND and CAF Code of Values and Ethics, which outlines Defence Team values, ethical conduct, and clear steps for disclosing conflicts of interest.
  • Public service employees must complete these attestations to confirm their understanding of ethical conduct expectations. Annual reviews of the Values and Ethics Code and conflict of interest guidelines help reduce non-compliance risks.
