Texas Voluntary Marginal Conventional Well Plugging Program (TxMCW) Opens Well Application Period

The Texas Voluntary Marginal Conventional Well Plugging Program (TxMCW) is now accepting applications from marginal conventional well owners and operators who are interested in permanently plugging and abandoning their oil and/or gas wells. This more than $100 million is from the Inflation Reduction Act's Methane Emissions Reduction Program.

Eligible applicants include individuals, corporations, state and local governments, and other legal entities.

Eligible Wells
Qualifying wells must be onshore in the state of Texas and produce less than or equal to either 15 barrels of oil equivalent per day (BOED), or 90 thousand cubic feet (Mcf) gas per day, over a calendar year. (Note: 1 BOE = 6 Mcf.) Additionally, qualifying wells must be vertical, cannot have been previously plugged, and must have a known owner or operator. Application Process
Learn more about well eligibility guidelines, submission requirements, and application instructions, in the posted Request for Grant Applications . Applications will be accepted until 5:00 p.m. CST on Nov. 9, 2026. Wells will be selected for participation on a competitive basis.
