GENTEXT/RMKS/1. Purpose. To announce the implementation of a new,
centralized digital submission tool for civilian honorary awards,
retirement awards, and career service awards, which supersedes all
previous email-based submission procedures.
2. Background. Per the references, the civilian honorary awards
program is designed to recognize civilian employees whose
exceptional contributions and career achievements significantly
enhance the mission of their command and the Marine Corps at large.
Historically, the submission and processing of honorary awards have
been governed by reference (c). However, the manual methods
outlined in reference (c) are outdated and lack efficiency. MCO
12451.2D is currently undergoing a comprehensive revision to
streamline processes and update requirements. The forthcoming
update will introduce substantial improvements to the nomination
and review processes and provide clarifying guidance on the honorary
awards program.
3. Action. To ensure the continuity of recognition for deserving
civilian employees and to prevent administrative delays during this
transitional period, this MARADMIN provides interim guidance to
bridge the gap until the revised reference (c) is formally published
and implemented across the Marine Corps. Human Resource Offices
(HROs) will use the following SharePoint application links to submit
and track honorary awards nominations and retirement/career service
awards for their servicing populations:
3.a. For Secretary of the Navy (SECNAV) Length of Service Awards
(40 years and above), Commandant of the Marine Corps (CMC)
retirement letters (30+ years of Federal service), and SECNAV
retirement certificates (40+ years of Federal service), use:

3.b. For all civilian honorary award nomination packages including
the Navy Superior Civilian Service Award, Navy Distinguished
Civilian Service Award, and all higher-level awards administered by
the Department of Defense and the Department of the Navy, use:

4. Servicing HROs are granted access to these submission links to
request honorary awards nomination packages and retirement/career
service awards as outlined in reference (c).
5. This MARADMIN is effective immediately and will remain in effect
until the publication of the updated reference (c), or until
specifically cancelled.
