The annual Summit of EU Tax Administrations (TADEUS) was held in Copenhagen from 3-5 November 2025. The heads of tax administrations from all EU Member States participated in the event, hosted by Denmark. For the first time, representatives from candidate countries were able to attend part of the summit.
The plenary started off with welcoming remarks from Thomas Hjortenberg, the Director-General of the Danish Tax Agency, Ane Halsboe-Jørgensen, the Danish Minister of Taxation, Wopke Hoekstra, the Commissioner for Climate, Net Zero and Clean Growth, and Gerassimos Thomas, the Director-General of Taxation and Customs Union, European Commission.

In the face of shifting geopolitical dynamics and technological transformation, the summit underscored the need for unity among EU tax administrations. Delegates reaffirmed their commitment to collective action to address emerging challenges and build resilient, future-ready tax administrations equipped to face imminent threats of digital, environmental, economic, institutional or military nature. The plenary concluded with a renewed focus on modernising EU tax governance through digital resilience, cooperation between Member States, and the gradual integration of candidate countries.
The annual TADEUS plenary serves as a forum for administrative cooperation and knowledge sharing on EU policy initiatives. It brings together the European Commission and the heads and the deputy heads of EU countries' tax administrations. The summit focuses on enhancing cooperation and implementing the priorities of EU tax policy. The summit has been taking place since 2018 and has been instrumental in moving the implementation of several policy initiatives forward.
