Wilmington, Del. - Wilmington Mayor John Carney today announced the retirement of Charlotte B. Barnes, after a distinguished 37-year career of dedicated public service, including her exemplary leadership as the City's Director of Human Resources.
For more than three decades, Ms. Barnes has served the City of Wilmington with distinction, both as Chief of Staff under two City Council presidents and as Director of Human Resources under three Wilmington Mayors. Her expertise in human capital management, labor relations, and organizational development has shaped the City's efforts to modernize personnel systems, improve employee engagement, and promote equitable workplace practices. Her initiatives and leadership have enhanced recruitment, retention, and professional development opportunities across the municipal workforce.
"Charlotte Barnes has been a highly respected member of my leadership team and an exceptional steward of our City's most important asset, our employees," said Mayor John Carney. "Her professionalism, strategic insight, and dedication have strengthened our organization and improved the quality of service we deliver to Wilmington residents. We are grateful for her years of service and wish her all the best in retirement."
Throughout her career, Ms. Barnes has been recognized for her collaborative leadership and forward-thinking approach to public sector human resources. A certified Professional in Human Resources (PHR) and SHRM People Manager Qualified (SHRM-PMQ) professional, she holds a Master of Business Administration (MBA) and has been instrumental in advancing innovative HR strategies that align with the City's long-term goals and values. In 2018, she was recognized as the HR Person of the Year for Large Employers by Delaware SHRM and the Delaware Business Times.
Reflecting on her retirement, Ms. Barnes said:
