AAPA Statement in Support of the Provider Reimbursement Stability Act (H.R. 8163)

Washington, D.C. (May 21, 2026) -The American Academy of Physician Associates (AAPA) expresses strong support for the Provider Reimbursement Stability Act (H.R. 8163) as the House Ways and Means Committee prepares to consider the legislation during its May 21, 2026 full Committee markup.

PAs are critical to expanding access to high-quality, team-based care, particularly in rural and underserved communities. However, ongoing instability in the Medicare Fee Schedule has created significant challenges for providers and the patients they serve. Payment volatility and instability continue to disrupt care delivery and limits providers' ability to sustain their practices and ensure access to care.

The Provider Reimbursement Stability Act would take important steps to modernize Medicare payment policy. By improving the accuracy of payment adjustments, updating outdated thresholds, and limiting significant year-to-year swings, the bill would help create a more predictable and sustainable reimbursement framework.

"Patients depend on stable access to care, and clinicians depend on stable payment policy to deliver it," said Todd Pickard, DMSc, PA-C, DFAAPA, FASCO, President and Chair of the Board of AAPA. "This legislation is a step forward in addressing longstanding challenges in Medicare payment and strengthening the foundation for team-based care."

AAPA supports advancing H.R. 8163 through the Committee and urges policymakers to continue prioritizing solutions that strengthen the healthcare workforce and ensure patients can access care when and where they need it.
