Recently, China's 15th Five-Year Plan proposal has been reviewed and approved by the Fourth Plenary Session of the 20th CPC Central Committee, outlining the top-level design and strategic blueprint for China's development over the next five years. This significant plan has attracted global attention, as it not only pertains to China's modernization over the coming half-decade but also holds profound implications for the world.
Providing Certainty to the World through Five-Year Plans
The scientific formulation and consistent implementation of five-year plans stand as an important piece of experience in the CPC approach to governing the country. It's also significantly representing the political advantage of socialism with Chinese characteristics. Over the past few decades, China has completed the industrialization process that took developed countries hundreds of years through successive five-year plans, creating two major miracles: rapid economic development and long-term social stability. As the world's second-largest economy, China has contributed more than 30% to global economic growth for more than a decade, becoming a crucial engine for global economic progress. The new five-year plan conveys the stability of China's policies, economic growth, and development expectations to the outside world, providing valuable certainty in an era of global turbulence and change.
Advancing High-Quality Development through Innovation and Green Initiatives
In recent years, China has made continuous breakthroughs in emerging industries such as artificial intelligence and new energy, transforming from the "world's factory" into a "global innovation hub". China's ranking in the Global Innovation Index has risen from 34th in 2012 to 10th in 2025. Over the next five years, China will build a modernized industrial system with advanced manufacturing as its backbone, accelerate efforts to achieve greater self-reliance and strength in science and technology, facilitate full integration between technological and industrial innovation, and speed up the development of a new energy system. The country will vigorously advance green and low-carbon growth, ensure stable and sustainable high-quality development, and continue to inject positive momentum into global development and climate governance.
Sharing Development Opportunities with the World through High-Standard Opening-Up
In recent years, China has continued to advance high-standard opening-up, deepen reforms in foreign trade and investment systems, remove restrictions on foreign investment in the manufacturing sector, lower its overall tariff level to 7.3%, and jointly build the Belt and Road Initiative with more than 150 countries and over 30 international organizations. Over the next five years, China will take the initiative to open wider, intensify efforts to expand imports, promote the innovative development of trade, and create greater space for two-way investment cooperation. Looking ahead, a confident and open China will share opportunities and pursue common development with countries around the world, advocate an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization, and promote the building of a community with a shared future for humanity.
