Rosen, Young Introduce Bipartisan Bill to Boost Housing Supply and Lower Costs by Helping Housing Small Businesses

WASHINGTON, DC - U.S. Senators Jacky Rosen (D-NV) and Todd Young (R-IN) introduced a bill to help boost the housing supply and lower housing costs by supporting small businesses in the housing industry. The bipartisan Boosting Housing Supply through Small Business Act would help increase the housing supply while expanding support for small businesses. The bill would require the Small Business Administration and the U.S. Department of Housing and Urban Development to create an interagency plan that identifies gaps in assistance and opportunities to improve and streamline counseling and lending to housing small businesses, such as homebuilders, contractors, and home improvement and repair businesses.

"As housing prices continue to skyrocket across the country, I'm doing everything I can to lower housing costs through different approaches," said Senator Rosen. "By supporting small businesses in the housing industry, we have the opportunity to boost the housing supply and lower costs, making the dream of buying a home for hardworking Americans a possibility. I'm proud to introduce this bipartisan bill to do just that, and I'll keep working to lower costs for Nevada families."

"We need to find innovative ways to increase the number of affordable homes in Indiana and across the country," said Senator Young. "Our bill will reduce barriers for small businesses involved in the housing industry, which will help increase housing supply and affordability for all Americans."

"The Nevada Housing Coalition proudly supports the Boosting Housing Supply through Small Businesses Act of 2026, an important step toward strengthening our housing ecosystem by empowering the small businesses that build and sustain our communities." said Maurice Page, Executive Director of the Nevada Housing Coalition. "We thank Senator Rosen for her forward-thinking leadership and continued commitment to expanding housing opportunities and working hard for all Nevadans."

"The Reno + Sparks Chamber of Commerce is pleased to support Senator Rosen's BOOSTING HOUSING SUPPLY through SMALL BUSINESS ACT," said Ann Silver, CEO at Reno + Sparks Chamber of Commerce. "Providing resources, opportunities, and lending to small contractors will not only increase in-demand housing in Washoe County, but help smaller builders to hire local workers and contribute to the overall economy of our area. More affordable housing is a must and small business owners can make that happen."

"At a time when small businesses across all sectors are struggling with rising costs and having difficulty accessing the capital they need to grow, it's encouraging to see legislation that would help homebuilders and other small business contractors gain greater access to resources that provide educational as well as funding opportunities," said Alexis D'Amato Falvey, Senior Director of Federal Government Affairs at Small Business Majority.

Senator Rosen is actively looking for new solutions to the housing crisis in Nevada. This month, Senator Rosen helped pass the Housing for the 21st Century Act in the Senate, which would lower housing costs and create federal incentives for home building. She also introduced legislation to exclude homebuilding materials from Trump's tariffs, reducing the cost of homebuilding. Her bipartisan CONSTRUCTS Act would fund education and skills training programs for residential housing construction in order to address the shortage of construction workers, a key barrier to building more homes.
