Business and Industry NGOs (BINGOs) Statement Belem Climate Change Conference 2025. Joint COP, CMP, CMA, SBSTA and SBI Opening Plenary

We sincerely thank the Government of Brazil and the people of this region for their warm welcome.

We gather here to prove that the spirit of the Paris Agreement is not only alive but also driving a new era of action.

Since Paris, business has driven a wave of climate innovation and solutions and demonstrated, time and again, its readiness to invest.

But progress is hitting the limits of current market signals.

This COP matters more than ever and three outcomes are essential in this regard:

First Investment-ready national plans. A firm recommitment from all countries to deliver robust new NDCs aligned with 1.5°C, anchored in growth, energy security and industrial competitiveness is critical. Co-designed with business they can give investors the clarity and confidence they need.

Second A Global Goal on Adaptation that drives private investment. The private sector can scale resilience - but only if the business case is clear. We need the right metrics and incentives, and public-private partnerships that deliver resilience where it counts.

Finally - and most critical - turning the Baku to Belém Roadmap into a real finance implementation plan, underpinned by political commitment to remove regulatory barriers that prevent private capital from flowing to developing countries.

Also, robust carbon markets remain essential to mobilise investment. Governance and confidence in Article 6 is a priority, as the right balance between integrity and opportunity.

Excellencies, distinguished delegates,

This COP must also mark a new era of cooperation - one that rises above uncoordinated policies and delivers real lasting climate solutions.

We are here to work with you to make this a reality.

Thank you.
