County Road 15A road closure and detour (Green Cove Springs)- Drivers can expect a multi-week closure on County Road 15A starting soon for road work. We'll announce more details, including the detour route, as crews finalize the plan.

County Road 209 Riverside resurfacing (Green Cove Springs)- Crews anticipate beginning a milling and resurfacing project on County Road 209 Riverside from US 17 to Ivey Lane in early May. Anticipate daytime, single-lane closures once work begins. The project could take up to three weeks to complete.

Doctors Lake Drive resurfacing (Fleming Island/ Orange Park) - Crews will begin a milling and resurfacing project on Doctors Lake Drive from Peoria Road to Kingsley Avenue in mid-April. The project will be carried out at night and is expected to be completed within 4-6 weeks. We will provide updated start dates as soon as plans are finalized.

New County Projects

Spring Lake Road maintenance closure (Keystone Heights)- Spring Lake Road will undergo roadway maintenance on April 15 and 16, 2026. Motorists should anticipate daytime single-lane closures along the unimproved portion of Spring Lake Road, from the intersection with Shands Road to CR 352. Work will take place between 7:00 a.m. and 3:00 p.m. Drivers are advised to use caution in the area, expect possible delays, and consider alternate routes when feasible.

Ongoing County Projects

County Road 209 (Russell Road) from Peters Creek Bridge to US 17, Bonded Transportation Program project #2 (Lake Asbury)- Widen the roadway to four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks from CR 315B to US 17 and from CR 315 to south of Peters Creek Bridge. Drivers should expect single-lane closures, delays, and occasional weekend work through spring 2027. Crews may work at night to reduce daytime impacts and finish faster, which could cause temporary noise, vibration, and lighting for nearby residents.

County Road 209 (Russell Road) from Sandridge Road to Peters Creek Bridge, Bonded Transportation Program project 3B- Widening and realigning the east end of Sandridge Road (CR 739B) where it connects to County Road 209B, along with operational improvements at the County Road 209 and County Road 209B intersection to improve traffic flow and safety. Motorists should expect a 25 mph low-speed zone and day and nighttime single-lane closures in the work area. The project is anticipated to be completed in summer 2026.

County Road 218, Bonded Transportation Program project #1 (Middleburg) - Widen and reconstruct a 2.7-mile roadway from Masters Road to Pine Tree Lane into four lanes with a median, turn lanes, curbs, gutters, sidewalks, and bike lanes, and resurface the road from Cosmos Avenue to Pine Tree Lane. Drivers should expect lane closures, traffic shifts, and a 25 mph speed limit throughout the work zone. Crews may work at night to reduce daytime impacts and finish faster, which could cause temporary noise, vibration, and lighting for nearby residents. Project completion is expected in summer 2026.

County Road 220 widening and reconstruction Phase 1 and Phase 2 projects (Middleburg/Lakeside) - Phase 1 work began in December 2024 and includes intersection improvements at Rideout Ferry Road. Phase 2 work began on January 20, 2025, and includes the construction of a new four-lane bridge over Little Black Creek. Both phases are expected to be completed in late 2026, with detours in place throughout the project. Crews may work at night to reduce daytime impacts and finish faster, which could cause temporary noise, vibration, and lighting for nearby residents.

  • Update April 9, 2026- Anticipate nighttime lane closures with flaggers from 7 p.m. to 5 a.m. beginning April 26 at the Henley Road and County Road 220 intersection for nighttime paving operations. Work will take approximately seven days to complete.

County Road 220 and Town Center Boulevard resurfacing from US 17 to west of Brookstone Drive (Fleming Island) - Crews began a resurfacing project on County Road 220 from U.S. 17 to Arena Road on March 30. Drivers should expect nighttime, single-lane closures, delays, and traffic shifts during construction. Work could take up to six weeks to complete.

County Road 315/ Cathedral Oak Parkway utility work (Green Cove Springs)- Anticipate daytime, single-lane closures on County Road 315 north to Cathedral Oak Parkway Monday through Saturday, from 9 a.m. to 6 p.m. for gas main installation work. We will update this notice when the work is complete.

Fifth Street boat ramp access closure (Keystone Heights)- The 5th Street Boat ramp access will be closed starting Friday, March 13, and will remain closed for approximately 180 days as crews work on the Lake Geneva Restoration Project.

Jefferson Avenue closure (Orange Park) - In June the County's Public Works Department closed off an area on Jefferson Avenue adjacent to Ridgeview Elementary School due to an unsafe subsurface structure. County officials made school leaders aware of the move, which is aimed to prevent vehicles from parking on the stretch. Pedestrian traffic is still permitted.

Live Oak Lane/Old Jennings Road paving and trail construction (Middleburg)- Construction of a new 3.5-mile, 12-foot-wide multi-use trail extending from Live Oak Lane/Old Jennings Road, along Long Bay Road, to the State Road 21 intersection. Work is nearing completion, with ditch work continuing for 2-3 weeks. Please observe the 25 mph speed limit on Live Oak Lane and drive safely.

Old Jennings Road/ Long Bay Road new traffic signal and intersection improvements (Middleburg) - Crews began installing a new traffic signal and making improvements at the intersection of Old Jennings Road and Long Bay Road in Middleburg on March 2, 2026. Drivers should anticipate daytime, single-lane closures and traffic shifts managed by flagging crews during the work. This is a busy area, especially during morning and afternoon peak hours. Drivers should slow down and follow all construction signs to ensure everyone's safety.

Radar Road new construction (Fleming Island) - Crews began construction on the new two-lane road connecting Radar Road to Town Center Boulevard at the existing roundabout on April 6. Drivers should anticipate daytime, single-lane closures and flaggers directing traffic for up to 390 days. Once completed, the project will provide a full connection from U.S. 17 to Town Center Boulevard and include bike lanes, curbs, gutters, and drainage improvements.

  • Update April 9, 2026- Crews will be closing vehicle access to Thunderbolt Park starting the week of April 12 for road work. A crosswalk will be in place from the Fleming Island Library parking lot to the park entrance for pedestrians. Please be cautious of the heavy equipment while crossing the road to the park.

Walburg Street closure (Green Cove Springs)- Walburg Street closed on Monday, January 6, 2025, and will remain closed for approximately 12 months during the construction of the new Clay County Economic and Development Services building.Sidewalk Projects

Sidewalk Projects

Blue Jay Drive and Mallard Road new sidewalk construction (Middleburg)- crews began construction of a new sidewalk on Blue Jay Drive from County Road 218 to Harvest Way, and on Mallard Road from CR218 to Widgeon Court on April 6. Drivers should anticipate intermittent daytime single-lane closures and lane shifts as work gets underway.

Evergreen Lane sidewalk installation (Lakeside/Middleburg) - Construction began the week of December 2 near Doctor's Inlet Elementary School as part of the Safe Routes to School program. The project will expand sidewalk connectivity along several nearby streets to improve pedestrian and bicycle safety and help reduce school traffic. Drivers should expect intermittent daytime single-lane closures and traffic shifts during construction. Work on this project is nearing completion.

Jefferson Avenue sidewalk replacement (Orange Park) - Intermittent daily lane closures and a full sidewalk closure on Jefferson Avenue started June 3. Crews are replacing the sidewalk on Jefferson Avenue between Harrison Avenue and Washington Avenue. We will update this notice when the work is finished.

Northbound double lane closures for Buckman Bridge work planned April 10-13- As part of a project to replace the finger joints on the Buckman Bridge, continuous northbound double lane closures are planned for Friday, April 10, at 10 p.m. through Monday, April 13, at 4 a.m. for maintenance, weather permitting. The San Jose Blvd. (SR 13) ramp to I-295 North will also be closed; follow detours via Old St. Augustine Rd. Use alternate routes if possible and allow extra travel time. Anyone driving through the project zone is expected to abide by a 55 mph speed limit.

Blanding Boulevard intersection improvements from South of Wells Road to the Ortega River (Orange Park)- FDOT began a project to redesign the intersection of Blanding Boulevard (State Road 21) and Wells Road on August 4. The project includes milling and resurfacing, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, bridges, sidewalks/bicycle path, and other incidental construction. The $8 million project is scheduled for completion in summer 2026, weather and unforeseen circumstances permitting.

  • Blanding Boulevard (State Road 21) at Wells Road - Nighttime lane closures Sunday through Wednesday from 8 p.m. to 6 a.m. for road and sidewalk work.

Blanding Boulevard at Long Bay Road(Middleburg)- Nighttime southbound lane closures through May 4 from 8 p.m. to 6 a.m. for turn lane construction.

State Road 16 resurfacing project from State Road 21 to U.S. 17 (Green Cove Springs/Penney Farms) - Anderson Columbia Co., Inc. was awarded the contract to complete this $10 million project, which includes milling and resurfacing, base work, shoulder and driveway treatment, drainage improvements, utility adjustments, curb and gutters, sidewalks, highway signing, guardrail, signalization, and other incidental construction. Work began on January 5, 2026, and project completion is expected in late 2026/early 2027, weather permitting.

  • A nighttime single-lane closure and flagging operation will take place from 7 p.m. to 6 a.m. nightly, Monday, April 13, through Thursday, April 16, on State Road 16 between Kentucky Avenue and the First Coast Expressway (Pier Station Road East) as part of a resurfacing and roadway improvements project. Drivers should use additional caution and leave additional time for their commute.

State Road 16 at State Road 21 (Middleburg)- Daytime lane closures through May 8 from 9 a.m. to 4 p.m. for replacement of electrical poles.

U.S. 17 (S.R. 15) from Oak Street to Black Creek roadway improvements (Green Cove Springs) - This $12.2 million project, part of Green Cove Springs' Downtown Improvement Plan, will improve traffic flow and reduce congestion on U.S. 17 and CR 209. Key upgrades include new traffic signals, extended turn lanes, directional medians, and improved lighting. Work will be coordinated with Clay County's CR 209 widening project, with completion expected by late 2026.

  • Nighttime lane closures Sunday through Thursday from 6:30 p.m. to 6 a.m. for resurfacing.

U.S. 301 at County Road 218 (Clay Hill)- Daytime southbound lane closures Tuesday and daytime northbound lane closures Wednesday from 9 a.m. to 3 p.m. for road work.

Additional ramps at First Coast Expressway and State Road 16 interchange to open April 1: The final two ramps at the First Coast Expressway (State Road 23) and State Road 16 will open to traffic Wednesday, April 1. With the ramps open, drivers will be able to enter southbound First Coast Expressway from State Road 16 and exit from northbound First Coast Expressway onto State Road 16. Opening the ramps is expected to alleviate traffic congestion related to the Clay County Agricultural Fair, which runs from April 2 through April 12.

FDOT First Coast Expressway South -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction on this $180 million project began in April 2019 and is expected to be completed in mid-2026.

  • U.S. 17 from JP Hall Boulevard to CSX railroad tracks (Green Cove Springs) - Daytime lane closures weekdays from 7 a.m. to 5 p.m. to install roadway markings.
