The Spanish Government[1] awarded the Vodafone-Securitas joint venture a contract for the management of electronic monitoring bracelets designed to protect female victims of domestic abuse. This contract, valued at EUR 35 million, was financed under the NextGenerationEU instrument[2].
However, extremely serious technical failures during the contract have put those women's lives and safety directly at risk. Vital data in the Cometa system have been lost, which has resulted in trials lacking sufficient evidence, perpetrators being acquitted and the basic principle of victim protection being undermined. Spain's Public Prosecutor's Office, General Council for the Judiciary and high courts have for some time been raising alarm bells regarding the scale of this scandal[3].
The Socialist Government, accused of misusing funds from European taxpayers, has sought to exonerate itself, underplaying and concealing the magnitude of these incidents, all the while boasting that it is the 'most feminist government in history'.
