Nicole Stevens, Simplified Acquisitions Procedures (SAP) branch head at Naval Surface Warfare Center Panama City Division (NSWC PCD), received the Department of the Navy Civilian Service Achievement Medal for her exceptional contributions to the command's contracting department (Code 02) Sep. 26.
She earned recognition for her instrumental role in modernizing operations and significantly increasing efficiency within the SAP branch, while also supporting the broader Navy contracting community through mentorship and inter-agency assistance. A key element of her success has been the implementation of innovative technologies.
Foremost among these initiatives was the successful adoption of the Acquisition Management System for electronic contract filing in 2022, followed by the implementation of the Department of Navy Electronic Procurement System (ePS) in 2024. Demonstrating her commitment to modernization, Stevens volunteered as an early adopter for ePS, ensuring NSWC PCD's readiness for its implementation across U.S. Navy buying commands.
Upon receiving the prestigious award, Stevens shared her thoughts.
It is a great honor to receive this achievement medal for civilian service, and I am deeply grateful. It means a great deal to have my efforts recognized in such a significant way," Stevens said. "It's a meaningful acknowledgement of the hard work and dedication I put into my role and I am proud to serve alongside such dedicated professionals. It reinforces the importance of the work we do and inspires me to continue making a positive impact."
Under her guidance, the branch successfully executed more than 1,100 contract actions, obligating more than $68 million and efficiently closing out over 100 SAP contracts, a testament to improved efficiency resulting from her modernization efforts.
"Stevens spearheaded a modernization and efficiency overhaul, streamlining processes and implementing cutting-edge acquisition systems," said Capt. Paul Stence, Jr., NSWC PCD commanding officer. "Her contributions extended beyond NSWC PCD, supporting the Navy contracting community through mentorship, inter-agency assistance, and fostering a positive work environment. This comprehensive approach significantly enhanced acquisition capabilities and fostered professional growth within the field."
By analyzing existing workflows, identifying areas for enhancement and implementing targeted solutions, Stevens has significantly elevated the branch's performance proving herself a force behind the fleet.
