Governor Ayotte Signs Historic Legislation Expanding Access to Life-Changing Prosthetic Care for Granite Staters

Concord, New Hampshire, July 14, 2026- Governor Kelly Ayotte signed into law SB 408, groundbreaking legislation that expands equitable access to prosthetic devices for nearly 9,000 Granite Staters with limb loss and limb difference.

Under this transformative legislation, commercial health insurance policies will be required to provide coverage for activity-specific prosthetic devices for adults so that they can engage in physical activities like running, biking and swimming. A previous version of the law passed in 2024 requiring such coverage for children's prosthetic devices. The passage of this law means that individuals with limb loss or limb difference will gain access to the full spectrum of prosthetic care they need to thrive; from devices that enable essential daily activities like bathing and working to activity-specific devices that unlock the joy of sports, recreation, and maintaining a healthy and active lifestyle.

"I'm grateful to everyone who helped make SB 408 a reality for many Granite Staters and to Governor Ayotte for signing this bill into law," said the bill's primary sponsor, Senator William Gannon. "This effort expands access to prosthetic devices and addresses a significant gap in health coverage. Not only does this help more residents get the care they need to maintain their quality of life, but it also represents independence and dignity."

More than 2 million Americans live with limb loss, and millions more navigate life with limb differences. However, many lack access to the full range of prosthetic and orthotic devices they need. Insurance coverage often limits access to basic mobility devices, leaving people unable to participate in activities they love or need for quality of life. SB 408 addresses this critical gap by ensuring comprehensive prosthetic coverage that recognizes both the functional and recreational needs of people with limb loss and limb difference.

This legislation represents more than policy change; it demonstrates that New Hampshire values the full and active participation of all its citizens.
