Tucson Voters Approve Proposition 417, Adopting Plan Tucson 2025

The City of Tucson is pleased to announce that voters have approved Proposition 417, ratifying Plan Tucson 2025 as the City's updated General Plan. With more than 62% of voters supporting the measure, Tucsonans have endorsed a comprehensive roadmap that will guide the City's growth, development, and priorities through the next decade.

Plan Tucson 2025 updates the City's 2013 General Plan, reflecting current community priorities. More than 14,000 public comments were gathered through nearly three years of working groups, community forums, surveys, and outreach events held across the city.

"I am proud of our City team that developed Plan Tucson 2025," said Tim Thomure, Tucson City Manager. "The goal was to have an authentic dialogue with Tucsonans about the future of our community and to present a plan to voters that reflects that input. Clearly, we achieved that goal. Thank you, Tucson."

The updated plan addresses 14 main goals and nearly 200 policies, including:

  • Inclusive, transparent, and equitable city governance
  • Housing affordability and workforce stability
  • High-quality transportation choices and infrastructure improvements
  • Climate resilience and environmental conservation
  • Economic development and job creation
  • Water resource management
  • Public safety and community wellness
  • Cultural heritage preservation
  • Parks, recreation, and open space

With voter approval secured, the City will now move forward with implementing the goals and policies outlined in Plan Tucson 2025. The plan will guide city decision-making, budgeting, and strategic investments over the next decade.

BACKGROUND

Arizona state law requires cities to adopt and update their general plans every 10 years and submit them to voters for ratification. Plan Tucson 2025 fulfills this requirement and establishes a framework for how the city will grow and serve its residents through 2035, with a review cycle every 10 years.
