Today, U.S. Senator Kirsten Gillibrand, member of the Senate Appropriations Committee, applauded more than $1.3 billion in federal CHIPS funding coming straight to New York State that will be matched by significant private investment. The Commerce Department will award up to $1 billion in federal CHIPS Research and Development (R&D) funding, combined with an additional $1 billion in investment from IBM, to form a 300mm quantum wafer fab at Albany NanoTech. In addition, Commerce will award up to $375 million in federal funding from the CHIPS & Science Law to GlobalFoundries to launch Quantum Technology Solutions, a new quantum business within GlobalFoundries that will position America at the forefront of technology innovation.
"New York State has firmly cemented itself as a global leader in chip manufacturing, and this $1.375 billion in federal CHIPS funding will further strengthen the region's role in this growing industry," said Senator Gillibrand. "With this funding, IBM will be able to form a 300mm quantum wafer fab at Albany NanoTech, working on cutting-edge technologies that will further solidify New York State as a leader in the quantum field. GlobalFoundries will further its state-of-the-art fab at its complex in Malta, creating good-paying jobs and boosting the Upstate New York economy. I am proud to have helped usher through this funding, which is creating advanced manufacturing jobs here in New York and laying the foundation for a bright future."
Gillibrand has long supported both GlobalFoundries' and IBM's growth in Upstate New York. Albany NanoTech is already set to become one of only two public facilities worldwide-and the sole publicly-owned center in North America-to house a cutting-edge High NA Extreme Ultraviolet (EUV) Lithography tool. This investment in this facility will solidify New York State's dominance in advanced semiconductor R&D, powering the critical quantum technology innovations funded by the latest CHIPS & Science Act investments.
The transformation is already well underway at the new $10 billion High NA EUV Lithography Center at Albany NanoTech. Supported by a historic $1 billion investment from New York State, the center reached a major milestone this past spring with the initial installation of Tokyo Electron's industry-leading 300mm wafer coater/developer system.
Gillibrand also had previously delivered a CHIPS award of up to $1.5 billion in direct funding through the bipartisan CHIPS & Science Law to support the expansion of GlobalFoundries' existing fab in Malta, NY, and the construction of a second, state-of-the-art fab at the same site.
These world-renowned capabilities have already proven to be a major economic driver for New York State. Albany NanoTech's unparalleled ecosystem was a decisive factor in securing Micron's monumental $100+ billion megafab project in Central New York, bringing advanced memory chip manufacturing back to American soil. The federal CHIPS & Science Act incentives, combined with robust state partnerships, has placed Upstate New York at the center of America's semiconductor research, innovation, and manufacturing renaissance.
